The Administrative Services Division is comprised of several different units and areas, including Human Resources, Fleet Management, Administrative Services, Court Security, Professional Standards and Training. This division helps to fulfill the Sheriff’s Office mission and provides essential support for the Cecil County Sheriff’s Office and the community.

The Administrative Sergeant oversees Building Security, implements the Sheriff’s Office Firearms Program, and is responsible for Academy Recruits. This position is an integral part of the Sheriff’s Office and manages diverse assignments.

Human Resources

Human Resources is responsible for all management functions related to recruitment, applicant and promotional testing, and background investigations. The Human Resources Manager is the primary liaison with the Cecil County Government. The Sheriff’s Office works together with the Cecil County Human Resources Department to manage issues of policy and procedure, risk assessment, worker’s compensation claims, performance evaluations, and promotional processes.

Fleet Management

The Cecil County Sheriff’s Office has approximately 105 vehicles, including Patrol Cars, Traffic Safety Vehicles, Investigation Vehicles, Police Service Technician Vehicles, and Emergency Command Vehicles in its fleet. The ultimate goal and responsibility of Fleet Management is to provide our deputies with safe and reliable vehicles to respond to emergencies. The Administrative Officer ensures the vehicles are inspected, repaired, and maintained according to a rigorous, preventive maintenance schedule designed around their severe duty use. The Administrative Officer is also responsible for accident repairs, budgeting, special vehicle projects, driver assignments, used vehicle disposal, and other aspects of operating agency vehicles.  

Polygraph Services

The Cecil County Sheriff’s Office utilizes polygraph examinations in criminal investigations, internal affairs inquiries, and the pre-employment selection process. Because employees of the Sheriff’s Office have access to sensitive, even protected information, and they hold positions of trust in the law enforcement community, it is imperative for the Sheriff’s Office to hire only those applicants who display high integrity. The Administrative Services Division is responsible for conducting         background investigations on potential employees to ensure that the Sheriff's Office hires only the best-qualified applicants into positions of trust. A polygraph examination is an integral component of this investigative process. Additionally, polygraph examinations are used in conjunction with criminal investigations and internal affairs inquiries to verify the truthfulness of subjects' statements.

Professional Standards

Professional Standards provides the Sheriff’s Office with the highest quality personnel, training, resources, and standards to improve the delivery of police services. Professional Standard’s major function is receiving, processing, and investigating complaints made against members of the Sheriff’s Office. It is essential that all allegations of misconduct are thoroughly and objectively investigated to assure the public that official misconduct will not be tolerated. The Cecil County Sheriff’s Office is committed to providing quality, responsive service in its efforts to work in partnership with the community to improve the quality of life in Cecil County.

Training

Training throughout 2024 covered an array of subjects, inclusive of topics related to professional development, remedial training, and continuing education. Though comprehensive, this is report contains a broad overview of the trainings received by members of the agency.

Maryland Police and Corrections Training Commission mandates each sworn member accumulate 18 hours of annual in-service. On average, each CCSO member received a minimum of 24 hours of mandated training.  

The Cecil County Sheriff’s Office saw training grow exponentially in 2024 in comparison to previous years. The Training Division processed 269 training requests and issued 163 Training Orders, equating to a 45% increase over the previous year. In total, members accumulated over 8 thousand hours of training.

Court Security Unit

The Sheriff’s Office provides security for the Circuit Court building. The unit is staffed by 4 full-time and 5 contractual deputies. All employees and persons entering the building are screened by deputies each time they enter; 98,259 persons were screened in 2024 before admittance to the courthouse. Deputies prevented 282 knives, 86 pairs of scissors, 155 miscellaneous prohibited items, 85 canisters of OC spray, 24 metal forks, and 17 handcuff keys from being brought into the building.

The unit also provided security for 347 weddings at the Cecil County Courthouse in 2024, totaling 1947 people. Deputies also assist court bailiffs in maintaining order in the four courtrooms during court proceedings.
