Dan Schneckenburger

Daniel E. Schneckenburger is a seasoned workforce development and project management professional with over 15 years of experience in business development, governmental affairs, and community leadership. Daniel has a strong background in managing complex programs and projects, building cross-functional partnerships, and driving economic and workforce development initiatives across Maryland and beyond. His diverse expertise spans from contracting and economic development to public service and non-profit leadership.

Daniel's experience as an elected official on the Cecil County Council, where he served as Vice President, has provided him with deep insights into legislative processes, community engagement, and local government functions. He has played a significant role in advancing workforce development, first responder support, and economic development policies, gaining respect for his leadership in both government and business sectors.

Currently, Daniel serves as the Executive Director of the Upper Shore Workforce Investment Board, where he oversees workforce development activities across five counties in Maryland’s Upper Shore region. In this role, he manages federal and state workforce training funds, works closely with the Maryland Department of Labor and Department of Commerce, and is a key liaison with local county governments to enhance employment opportunities and regional economic growth.

Daniel’s previous positions include serving as Director of Administration for Cecil County Government, where he was responsible for overseeing all county functions, managing budgets, and serving as the administrative liaison for the County Council and state and federal elected officials. His prior role as Director of Business Services for CareerSource Tampa Bay also demonstrated his ability to drive business engagement and support workforce needs, especially within high-demand sectors like veterans’ employment and economic development.

Education & Certifications

Daniel holds a B.S. in Agriculture from the University of Delaware, class of 1982, which laid the foundation for his work in agriculture-related economic development, workforce training, and project management.

Current Role and Responsibilities

As the Executive Director of the Upper Shore Workforce Investment Board, Daniel leads workforce development initiatives for Kent, Queen Anne's, Caroline, Talbot, and Dorchester Counties. His responsibilities include:

  • Overseeing workforce training programs for residents of the Upper Shore region.
  • Administering federal and state funds for workforce training and employment programs.
  • Acting as a liaison to the Maryland Department of LaborDepartment of Commerce, and local governments.
  • Coordinating regional workforce development efforts to align training programs with employer needs.
  • Ensuring that workforce development initiatives meet the goals of both employers and job seekers in the region.

Daniel’s leadership at the Upper Shore Workforce Investment Board has contributed to strengthening partnerships between local governments, businesses, and education/training providers to meet the evolving workforce needs in the region.

Previous Roles

  • Director of Administration, Cecil County Government (2020–2021)
    As the Director of Administration, Daniel managed the operational functions of county government, including budget oversight, department management, and coordination of state and federal programs. He served as the key administrative liaison for the County Council, facilitating communication and collaboration between local government officials and external stakeholders.
  • Director of Business Services, CareerSource Tampa Bay (2019–2020)
    In this role, Daniel worked to strengthen workforce development initiatives in Hillsborough County, Florida, engaging with local employers to identify workforce needs, particularly in high-growth sectors such as technology and defense. He also served as a liaison to the Tampa Bay Economic Development Council and MacDill Air Force Base, focusing on veteran employment and integration.
  • Vice President, Cecil County Council (2014–2018)
    As Vice President of the Cecil County Council, Daniel served as an elected official responsible for economic development, workforce development, and public safety initiatives. He contributed to legislative decisions affecting local infrastructure, business development, and community services, representing the interests of constituents in Cecil County.

Professional Organizations & Community Involvement

Daniel is an active leader in several regional and state organizations, using his platform to influence policy and improve community services:

  • Leadership Maryland, Executive Program, Class of 2024
    An executive leadership program for Maryland leaders, completed in November 2024.
  • Susquehanna Workforce Network, Board of Directors
    Daniel has been involved with the Susquehanna Workforce Network, overseeing workforce training activities in Northeast Maryland.
  • Fair Hill Nature Center, Board of Directors
    He served for ten years on the board of directors of the Fair Hill Nature Center, a non-profit focused on environmental education and the Chesapeake Bay watershed. Daniel is a former president and remains involved in fundraising for the center.
  • Cecil County Chamber of Commerce, Board of Directors
    A past president of the Cecil County Chamber of Commerce, Daniel continues to actively serve on the Government Relations Committee, advocating for business interests at the local and state levels.
  • Cecil Leadership, Class of 2006
    Daniel is a proud graduate of the Cecil Leadership program, which focuses on developing leadership skills in local community members.

Personal Interests

Daniel resides in Elkton, Maryland, and is deeply committed to the well-being of his community. Outside of his professional life, he enjoys outdoor activities, volunteering, and spending time with his family. His extensive network of professional and political contacts throughout the region reflects his commitment to fostering relationships that drive positive change in both his personal and professional spheres.
