Wastewater (Sewer)

Effective September 1, 2015, Cecil County will no longer generate "final bills" for sewer accounts for use at real estate settlements.  "Final bills" at settlement refers to using a water meter reading in the midst of a normal billing cycle to determine the sewer bill as of settlement date.  Sewer bills should be prorated at the time of settlement by the settlement attorneys.  This change brings Cecil County in line with other nearby jurisdictions.  Note that since Cecil County sold its water system, all water reads have been made by other entities.  For more information on property transfers, see Recordation Tax.

Cecil County provides sewer services to the following areas in the County:  Charlestown, Harborview, Cherry Hill, North East, Bay View, Trinity Woods, Carpenters Point, Highlands, Meadowview, Pine Hills and Arundel.  The Cecil County Finance Office is responsible for billing and collection of these services, which are billed on a quarterly basis.

Cecil County bills for its wastewater services in two ways.  For a property having County sewer service along with a public water supply, the rate is based on the water meter usage provided by the public water supplier; users are billed at the County's current rate per thousand gallons with a 9,000 gallon minimum charge.  Properties having County sewer service along with a private water supply (well) are billed at a flat rate per quarter, per living unit, based on a 15,000 gallon minimum.  Sewer bills may contain other charges including but not limited to Bay Restoration Fee and/or County connection fee.  All account information can be accessed using the sewer account number via the County website

For customers connected to public water systems and connected to the Cecil County public sewer, sewer bills are based on the number of gallons of water consumed during the quarter.

The number of gallons of water consumed is multiplied by the sewer rate (currently $13.65/1,000 gallons) to arrive at the billed amount, with a minimum charge of $122.85 per quarter. The minimum charge is for 9,000 gallons usage per quarter. This is for metered usage from 0-100,000 gallons. For all gallons of usage over the 100,000 gallons, the rate increases to $14.86/1,000 gallons.  

For example usage of 150,000 gal would breakdown as follows: 

100 x $13.65 = $1,365.00

  50 x $14.86 = $    743.00

Total for 150,000 gallons = $2,108.00  

Customers not connected to public water are billed at a non-metered flat rate (currently $204.75) per quarter per ELU (equivalent living unit).

The rate schedule is subject to change as approved by the Cecil County Council.

Sewer bills are prepared quarterly for the periods ending March, June, September and December and are mailed the following month to the owner of record at that time.  The unpaid balances will accrue interest at one percent (1%) per month. If a bill becomes delinquent, then the delinquency will be detailed on the next regular bill; we do not send second notices.   

Please note that delinquent sewer bills will be sold at our annual tax sale, which occurs the first Monday of June.

Returned Check Notice (Dishonored Check): In accordance with Maryland Annotated Code Commercial Law Article § 15-802 and Maryland Annotated Code Criminal Law Article § 8-106 and § 8-107, Cecil County charges a $35.00 collection fee for any dishonored check. The County also reserves all other rights and/or remedies afforded under the aforementioned articles.
