The Cecil County Department of Public Works will soon be requesting proposals from qualified Design-Build teams for the above-referenced project. Prospective proposers are hereby advised to prepare for the pending release of the formal RFP.
The project will include the design and construction of a new wastewater treatment plant that will accommodate an average daily flow of 60,000 gpd and be located on an undeveloped site in Port Deposit, MD. The treatment plant will be required to treat to ENR limits (3 mg/L Total Nitrogen, 0.3 mg/L Total Phosphorus on an annual average). The facility will replace the existing Port Deposit WWTP and will include redirection of existing sewer to the new site and decommissioning of the existing treatment plant following completion of the new facility. The selected Design-Build team will be responsible for the complete design (including selection of applicable treatment technologies), acquisition of all required permits, and construction and startup of the approved design. Cecil County’s minimum requirements for execution of the project will be provided in the RFP. Topographic survey and geotechnical investigations have been completed for the new site and will be made available to proposers with the RFP.
The RFP will be issued on or about November 1, 2018. A mandatory pre-proposal meeting will be held within three weeks of the issuance of the formal RFP. A tentative deadline for receipt of Proposals has been set as December 17, 2018. The project is intended to be locally funded without the use of state or federal funds.
