Cecil County and Comcast Complete Broadband Expansion Project
High Speed Internet Available in 0‐300 Block of Cat Swamp Rd and 2000‐2300 Block of Barksdale Rd

ELKTON, MD. – Residents of twenty three homes located north of Elkton now have the ability to fully participate in the 21st century economy. Previously, as one of the areas without broadband service in Cecil County, residents of the 0‐300 block of Cat Swamp Rd and 2000‐2300 block of Barksdale Rd lacked the infrastructure necessary to engage in remote learning, tele‐work, e‐commerce, and numerous aspects of today’s society that many take for granted.
Using a $48,400 grant obtained from the Upper Shore Regional Council (USRC), Cecil County Government partnered with Comcast to expand broadband service to the area.
“All residents and businesses within Cecil County require access to reliable, affordable, and high speed broadband service,” noted County Executive Alan McCarthy. “We are proud of our success in bringing broadband to these portions of Cat Swamp Road and Barksdale Road, and we look forward to finding solutions to extend broadband to other areas that lack it.”
The Upper Shore Regional Council, which funded the project, has served as the regional planning and economic development agency for Cecil, Kent, and Queen Anne’s counties since 2003. The USRC facilitates and implements programs to improve quality of life in the Upper Shore Region of Maryland.
Staff from the GIS Division of the Cecil County Department of Land Use and Development Services created the original grant proposal, managed the project, and worked cooperatively with residents, Comcast staff, and USRC staff on varied technical details.
