Cecil County Closures and Updates Due to Novel Coronavirus - Updated for June 11, 2020, 11:15 a.m.

In early March 2020, at the request of County Executive Alan McCarthy, the Cecil County COVID-19 Joint Information Center (JIC) was formed as a means to provide consolidated and thorough information to the citizens of Cecil County. The JIC is comprised of more than 30 public information officials and communication leads for agencies throughout the county. The JIC is led by Jen Lyall, Public Information Officer/Cecil County Government, and Michelle Lloyd, Deputy Emergency Manager/Department of Emergency Services, with the support and direction of Chief Richard Brooks, Director of Emergency Services.

The next JIC update will be on Wednesday, June 17th and will be posted weekly going forward. Please contact your local agencies with specific questions or inquiries in the interim.

ELKTON, MD. – To date, as reported by the Cecil County Health Department, there have been 441 confirmed cases of COVID-19 in Cecil County, and 312 of those confirmed cases have been released from isolation. There are 34 COVID-19-related deaths in Cecil County.

COVID-19 continues to be a community-spread pandemic. Please remain vigilant and safe in your day-to-day activities as every person we come in contact with is a potential risk to our health. Please continue to practice social distancing, wash your hands often, sanitize frequently touched surfaces, and sneeze/cough into a tissue or your elbow.

Governor Hogan’s Latest Executive Orders - Recap
Reopenings Effective Friday, June 12 AT 5:00 P.M.:
With local approval, the following activities will be allowed in Maryland:

  • Indoor dining at restaurants, limited to 50% capacity, with tables at least six feet apart and other public health protective measures
  • Outdoor amusements, such as miniature golf and go-kart tracks, with public health protective measures.
  • Outdoor pools can operate at 50% capacity.

Reopenings Effective Friday, June 19 AT 5:00 P.M.:
With local approval, the following activities will be allowed in Maryland:

  • Indoor fitness, gyms, martial arts, dance, amusements, and other studio-type activities, limited to 50% capacity and with other public health protective measures.
  • Casinos, arcades, and malls can reopen with public health protective measures.

Cecil County Government
Cecil County Government (CCG) remains committed to protecting the health and welfare of its employees during the COVID-19 pandemic, while maintaining essential, core services to the constituents of Cecil County. To safely and incrementally move County operations forward, CCG will reopen County work sites to the public, by appointment only, for essential County business. Therefore, the following protocol is effective beginning June 8, 2020, until further notice:

  • Public access to County work sites is limited to appointment only, with as much business as possible being conducted electronically or by telephone.
  • All Cecil County Solid Waste Management Division facilities are open for normal operations. This includes the Central Landfill, Woodlawn, and Stemmers Run Transfer Stations.
  • In addition, citizens are reminded that they can access the website, and follow on social media, to obtain further information and direction on items of interest.

To maximize social distancing, employees in telework-eligible positions are to continue to work remotely as much as possible. Employees in non-telework eligible positions will report to the work site. All employees at work sites are to follow health and safety protocols for COVID-19.

Cecil County Social Services
If customers need to reach a department for services, they should call 443-945-8613 and a worker will take the information and provide it to the correct department. Someone from the proper department will then call the customer back.

Cecil County Help Center
In response to the newly released Executive Order and in support of the Governor’s implementation of Phase 2, the Cecil County Help Center has increased its hours of operation.  

Effective 6/8/2020, the Cecil County Help Center remains Closed to the Public however, food services are available 5 days a week, at the door. 

For EMERGENCY food assistance, please contact the Cecil County Department of Social Services at: (410) 688-2774 Nicole or (443) 938-1673 Rose between the hours of 8:00AM – 4:00PM, Monday – Friday, for eligibility screening/referral.  Food referrals may be picked up Monday – Friday 9:00am – 4:00pm. 

Breads/Sweets are being distributed daily, as available.

Food Boxes continue to be available to the general public Thursdays only, 9:00 a.m. – 12:00 noon.

Cecil County Housing and Community Development
Due to ongoing disruptions and precautions undertaken across the region resulting from the COVID-19 virus, the Division of Cecil County Housing and Community Development has determined it will make the following changes to operations effective Wednesday June 8, 2020:

  • Cecil County Government is open to the public by appointment only. The housing office will accept visitors only by advance appointments beginning on Monday June 15, 2020. Please contact us to arrange for an appointment. Appointments will be scheduled at the discretion of the housing office. Visitors must follow procedures for the Cecil County Administration Building, which include face coverings and entering at the rear door.
  • To the maximum extent possible all business is to be conducted remotely by mail, phone, fax, and email
  • At this time we can accept documents in a locked drop box in the vestibule of the Cecil County Administration Building Monday-Friday 8am-12pm
  • ** At this time there is no additional or new funding for emergency rental assistance or mortgage assistance. If you require emergency shelter or other assistance please contact the Department of Social Services at 410-996-0100. If you are not well, contact the Cecil County Health Department call center at 410-996-1005.
  • There are several changes to mortgage servicing requirements at this time and Cecil homeowners should contact their lender if possible, or speak with our Housing Counselor at **

Housing Choice Voucher Program

  • Waiting List mailings and new admissions are suspended until further notice
  • Application update forms are accepted and can be downloaded from our webpage
  • New applications for rental assistance can be made by email, fax, and mail
  • New vouchers will be issued only for Special Purpose Voucher programs and referrals such as VASH, FUP, FSV, and Mainstream.
  • Vouchers already issued but not yet used, will be provided an automatic 60 day extension beginning June 8, 2020.
  • Vouchers to move or change units will be issued only in emergency circumstances or with requests for reasonable accommodations until further notice.
  • Inspections: Physical unit annual inspections will not be performed at this time, except for some emergency life and safety situations. You should receive a check up phone call from our office on or near your scheduled inspection date and you should report any needed repairs to your landlord and the housing office. Inspections scheduled for July 1, 2020 and after will be a limited physical on-site inspection following distancing and safety guidelines.
  • Annual Recertifications- Paperwork must be completed by mail, email, and fax. You have or will receive your paperwork in the mail. Contact the office IMMEDIATELY if you believe you didn’t get your packet in the mail. When you receive a packet, complete and return it IMMEDIATELY. Paperwork delays may result in rent not being paid on your behalf.
  • Income Reporting- Report only decreases in income to the office by phone or email. Do not report income increases at this time.
  • Portability – Portability move-in will be accepted, but interviews and voucher issuance will be limited to advance appointments and will be conducted remotely as much as possible. It is strongly advised that portability clients check with their local PHA before deciding to execute portability. Portability Move-out will be permitted.
  • Program Owners/Managers – The CCHA portion of rents will be paid as scheduled at this time. Owners should seriously consider setting up direct deposit payments. CCHA asks that owners please be reasonable if participants experience income changes as a result of Coronavirus events. Owners should return paperwork and communicate with CCHA by email, fax or by phone if necessary. At this time we anticipate that rent payments will be processed on time. Individual delays or missing payments could occur.
  • Housing Counseling Programs
  • Homebuyer Education- First Time Homebuyer classes are cancelled until further notice, but please contact us for remote counseling services and video conference classes may be arranged.
  • Foreclosure/Default- Services offered remotely
  • Financial Education/Capability- Services offered remotely
  • Reverse Mortgage Counseling- Services offered remotely

Cecil Transit
Cecil Transit will begin a phased approach for resuming regular transit services beginning on Monday, June 8th. The  safety of our passengers and staff is paramount and, as such, regular cleaning and disinfecting of all vehicles will continue. The number of passengers per vehicle will continue to be limited based on vehicle size and passengers are asked to adhere to seat markings in order to maintain social distancing recommendations. Drivers and passengers are required to wear face coverings during boarding, alighting and while riding public transit. For touch free fares, it is recommended that passengers download the CecilGO! application on their smartphone to purchase, store and activate bus passes.

Specific Route Information is listed below:

  • Route 1:  Glasgow Connection resumes regular weekday service on Monday, June 8th.  Advance reservations are not required.  No Saturday service.
  • Route 2:  Cross County Connection (combination of the former Perryville and Mid-County Connections) will operate until 9:04 when the route will end at 9:04 PM at the Acme in the Big Elk Mall.  No Saturday Service.
  • Route 4:  Elkton-Newark Connection will resume its normal schedule except it will end at 8:52 PM at the Chesapeake Blvd.-MVA stop.
  • Route 5:  Commuter Connection service remains suspended.
  • Demand Response services are available.  Call 410-996-5295, Option 2 to make a reservation by no later than 2 PM the day prior to your trip.
