Cecil County Closures and Updates Due to Novel Coronavirus - Updated for June 9, 2020, 10:30 a.m.

In early March 2020, at the request of County Executive Alan McCarthy, the Cecil County COVID-19 Joint Information Center (JIC) was formed as a means to provide consolidated and thorough information to the citizens of Cecil County. The JIC is comprised of more than 30 public information officials and communication leads for agencies throughout the county. The JIC is led by Jen Lyall, Public Information Officer/Cecil County Government, and Michelle Lloyd, Deputy Emergency Manager/Department of Emergency Services, with the support and direction of Chief Richard Brooks, Director of Emergency Services.

Beginning Thursday, June 4th, the JIC will provide COVID-19 updates on Tuesdays and Thursdays only. Statistics and other information will continue to be included. Please contact your local agencies with specific questions or inquiries.

ELKTON, MD. – To date, as reported by the Cecil County Health Department, there have been 429 confirmed cases of COVID-19 in Cecil County, and 287 of those confirmed cases have been released from isolation. There are 31 COVID-19-related deaths in Cecil County.

COVID-19 continues to be a community-spread pandemic. Please remain vigilant and safe in your day-to-day activities as every person we come in contact with is a potential risk to our health. Please continue to practice social distancing, wash your hands often, sanitize frequently touched surfaces, and sneeze/cough into a tissue or your elbow.

Cecil County Government
Cecil County Government (CCG) remains committed to protecting the health and welfare of its employees during the COVID-19 pandemic, while maintaining essential, core services to the constituents of Cecil County. To safely and incrementally move County operations forward, CCG will reopen County work sites to the public, by appointment only, for essential County business. Therefore, the following protocol is effective beginning June 8, 2020, until further notice:

  • Public access to County work sites is limited to appointment only, with as much business as possible being conducted electronically or by telephone.

To maximize social distancing, employees in telework-eligible positions are to continue to work remotely as much as possible. Employees in non-telework eligible positions will report to the work site. All employees at work sites are to follow health and safety protocols for COVID-19.

Cecil County Parks & Recreation
In compliance with CDC regulations, as well as the Maryland Recreation & Parks Association, and with the support of Cecil County Health Officer, Cecil County Parks & Recreation will open playgrounds and basketball courts at all county parks beginning at 5:00 p.m. on Friday, June 5th. All playgrounds will be posted “Use At Your Own Risk. Please Comply with CDC Guidelines.” Athletic fields will be open for practices only and rentals are for use by permit only. Cecil Transit
Cecil Transit will begin a phased approach for resuming regular transit services beginning on Monday, June 8th. The  safety of our passengers and staff is paramount and, as such, regular cleaning and disinfecting of all vehicles will continue. The number of passengers per vehicle will continue to be limited based on vehicle size and passengers are asked to adhere to seat markings in order to maintain social distancing recommendations. Drivers and passengers are required to wear face coverings during boarding, alighting and while riding public transit. For touch free fares, it is recommended that passengers download the CecilGO! application on their smartphone to purchase, store and activate bus passes.

Specific Route Information is listed below:

  • Route 1:  Glasgow Connection resumes regular weekday service on Monday, June 8th.  Advance reservations are not required.  No Saturday service.
  • Route 2:  Cross County Connection (combination of the former Perryville and Mid-County Connections) will operate until 9:04 when the route will end at 9:04 PM at the Acme in the Big Elk Mall.  No Saturday Service.
  • Route 4:  Elkton-Newark Connection will resume its normal schedule except it will end at 8:52 PM at the Chesapeake Blvd.-MVA stop.
  • Route 5:  Commuter Connection service remains suspended.
  • Demand Response services are available.  Call 410-996-5295, Option 2 to make a reservation by no later than 2 PM the day prior to your trip.

Cecil County Public Librarycontactless pickup
As part of a phased reopening of the library system, we are happy to share that the first step will be introducing Contactless Pickup at the following locations beginning Wednesday, June 10th: Elkton, Chesapeake City, Rising Sun, and Perryville. Operating hours for Contactless Pickup and questions by phone will be: Monday through Friday, 9:00 a.m. – 6:00 p.m. and Saturday, 9:00 a.m. – 1:00 p.m. You can place holds beginning Monday, June 8th.     Cecil County Government
    Though Cecil County work sites remain closed (except for essential employees), we continue to provide many services to the public. Citizens who have questions regarding Cecil County Government services should call 410-996-5200, and follow the directions given. The vestibule at the Administration Building remains open from 8:00 a.m. to 12:00 p.m., Monday through Friday, to allow for drop-off and pick-ups for Permits, Finance, Housing, Purchasing, Land Use, and Public Works. Please make sure your documents are clearly marked with name/organization and contact information.

  • All Cecil County Solid Waste Management Division facilities are open for normal operations. This includes the Central Landfill, Woodlawn, and Stemmers Run Transfer Stations.
  • In addition, citizens are reminded that they can access the website, and follow on social media, to obtain further information and direction on items of interest.
