MINUTES OF THE BOARD OF HEALTH
September 2, 2003
The Cecil County Board of Health met in the County Commissioner’s Board Room 107 North Street, Elkton, Maryland on Tuesday, September 2, 2003. The following members of the Board were present:

Constituting a full Board.
Dr. Bailey presented the Board with the Oral Cancer Awareness Project. The Cecil County Health Department in collaboration with the Break-Through Program, has developed an Oral Cancer Awareness Advertising Campaign. In the form of billboards, posters and brochures, the Health Department is informing the citizens of Cecil County of the dangers of Oral Cancer.
As a result of this advertising campaign, the Cecil County Health Department has been recognized nationally. The campaign placed 2nd in the National Oral Cancer Campaign, and will be awarded at a banquet in Baltimore later this month.
Chuck Smyser of the Cecil County Health Department Environmental Services Division presented the 2003 Beach Sampling Program to the Board. Previously, only beaches that were deemed “public beaches” were sampled, but as a result of changes in health regulations, this year twenty-one (21) swimming beaches were sampled during June and July. All of the sampled beaches met standards and only one sampling tested positive for bacteria. However, when the water was re-tested, it met all standards. The expanded beach sampling will continue next year and may be expanded further.
The Cecil County Health Department will continue their evening immunization clinic throughout September. Dr. Bailey advised the Board, that there should be ample supply of flu vaccine this year. Inoculations will begin in October for the at-risk community and regular vaccines later in October and November.
