MINUTES OF THE BOARD OF HEALTH
August 10, 2004
The Cecil County Board of Health met in the County Commissioner’s Board Room 107 North Street, Elkton, Maryland on Tuesday, August 10, 2004. The following members of the Board were present:

Dr. Bailey appeared and presented the quarterly report for the period April – June 2004.
In the Division of Addictions the Alcohol and Drug Center’s purchase of care program funded a total of 533 days of inpatient detoxification care to 107 individuals from July 1, 2003 – June 30, 2004.
The Alcohol & Drug Center staff performed 194 screenings for Temporary Cash Assistance, 88 of which were referred for further evaluation for treatment services.
The Division of Administrations processed 628 new applications for children and pregnant women during the quarter for insurance coverage through the Maryland Children’s Health Insurance Program.
A voice mailbox has been installed on the telephone system to enable Spanish-speaking clients to leave messages after normal work hours.
The Medical Transportation Program provided 2,147 trips during the quarter. The vital records unit issued 508 birth certificates and 798 death certificates during the quarter.
In the Division of Community Health Services the WIC Program is providing the Farmers Market Coupon Program for the third consecutive year.
The Division of Environmental Health Services, wet season soil testing was extended into the first week of May as the Department’s water table monitoring wells remained in the normal range for the period.
The annual rabies vaccination clinics were held in June in Port Deposit, Cecilton and Elkton. A total of 434 animals were vaccinated. Additional clinics will be held in October. During the first six months of 2004, there have been six laboratory confirmed rabid animas for 2004.
The Division of Health Promotion presented on behalf of the World Health Organization designated May 31, 2004 as “World No Tobacco Day” to increase the awareness of the dangers of tobacco use and encourage people to be smoke free.
The World Health Organization also selected road traffic safety as the focus for World Health Day, April 7, 2004. Funding was used from the Community Traffic Safety Program grant, the Elkton Police Department and the Cecil County Sheriff’s Office conducted safety patrols and seat belt checks.
The Division of Special Populations Mental Health Planning Consultant held two focus groups, conducted many interviews, reviewed mental health data for Cecil County and the state, performed a needs assessment and then submitted a final draft of a two-year mental health services plan for the County to the Mental Health Core Agency.
During the month of May, the CSA and a number of mental health providers in Cecil County held Mental Health Awareness Month activities. An Open House as held on May 25, 2004 where nine providers were available to discuss their programs and answer questions.
Mr. Chuck Smyser presented the Board with an update for the Bathing Beach Sampling Program. Sampling will continue through the month of August and sample results are available on the Health Departments website.
