MINUTES OF THE BOARD OF COUNTY

COMMISSIONERS MEETING

 

June 1, 2004

 

            The Board of County Commissioners for Cecil County met in regular session at the County Administrative Building, 107 North Street, Elkton, Maryland on Tuesday, June 1, 2004.  The following members of the Board were present:

 

            Nelson K. Bolender, President

            Phyllis Kilby, Vice President

            Harry A. Hepbron, Commissioner

            William C. Manlove, Commissioner

            Mark H. Guns, Commissioner

 

Constituting a full Board.

 

            The meeting was called to order by President Bolender at 2:00 p.m. and opened with the Pledge of Allegiance.

 

            The minutes from the May 18, 2004 meeting of the Board of County

Commissioners were unanimously approved.

 

           

-          COMMISSIONERS’ COMMENTS –

 

Commissioner Guns – encouraged all citizens to recognize contributions made by veterans throughout the year.

 

Vice President Kilby – commented on a recent trip to the World War II Memorial in Washington, D.C.

 

Commissioner Hepbron – declined comment.

 

Commissioner Manlove - commented about the Memorial Day Event he attended.

 

President Bolender – declined comment.

 

-          CERTIFICATE OF RECOGNITION –

 

President Bolender presented a Certificate of Recognition to Brenda Reynolds, a Teacher at Bohemia Manor, and acknowledged her as Cecil County’s Teacher of the Year. 

 

-          APPOINTMENTS –

 

Motion was made by Vice President Kilby, seconded by Commissioner Guns and unanimously carried to approve the following appointments to the Cecil Partnerships for Children, Youth and Families for a two-year term to expire on March 1, 2006:

Motion was made by Vice President Kilby, seconded by Commissioner Guns and unanimously carried to approve the following appointments to the Commission on Aging for a three-year term to expire on June 30, 2007:

Ms. Donna Nichols, Director, Human Resources presented the following Personnel matters for consideration: 

 

Upon the recommendation of Ms. Nichols, motion was made by Commissioner Hepbron, seconded by Commissioner Manlove and unanimously carried to accept the following resignations and terminations:

 

Florence D. Charles, DOH: 07/19/00, House Manager, Domestic Violence Shelter – Social Services, $11.60/hour, grade 4, terminated 05/21/04

Amy L. Chaplin, DOH:  10/27/03, Contractual Rape Crisis Outreach Coordinator, Domestic Violence Shelter – Social Services, $15.32/hour.  Resignation effective 05/28/04.

 

            Upon the recommendation of Ms. Nichols, motion was made by Commissioner Hepbron, seconded by Commissioner Manlove and unanimously carried to approve the following appointments:

 

Todd Schultz, Laborer, Facilities Management, $9.21/hour (grade 3)

Deborah B. Moore, 4-H Program Assistant in the Maryland Cooperative Extension Office effective 05/17/04 at $12.05/hour.  Position will be contractual and reimbursed by the state.

James B. Black, Code Compliance Inspector, Planning & Zoning at $13.92/hour (grade 7)

Paige Hamby, part-time Resident Assistant, $10.46/hour, grade 4

The following are hired as Dispatcher I in Emergency Services at $10.46/hour (grade 4P):

The following are hired in Roads:

John Goodchild – Laborer (Southern Area) at $9.21/hour (grade 3), must obtain CDL within 6 months of hire

Jeffrey McCraw – Equipment Operator I (Central Area) - $11.46/hour (grade 4)

            Upon the recommendation of Ms. Nichols, motion was made by Vice President Kilby, seconded by Commissioner Guns and unanimously carried to approve the following promotions, transfers and reclassifications:

 

INCREASE for David Black in Planning & Zoning for attaining his Master’s Degree, salary will increase from $37,734 to $38,866 effective May 15, 2004.

 

          Upon the recommendation of Ms. Nichols, motion was made by Vice President Kilby, seconded by Commissioner Guns and unanimously carried to approve the following miscellaneous personnel matters:

 

MISCELLANEOUS

Adopt the following job specifications:

Director of Information Technology, grade 12

Senior Engineer (replacing Design Review Engineer), grade 11

Resident Assistant (replacing House Manager) grade 4

Assistant Jury Commissioner, grade 6

Adopt title changes for the following positions effective immediately:

Deputy Director/Deputy Chief – Communications to DES Assistant Chief

Deputy Director/Deputy Chief – Emergency Operations to HazMat Captain

Supervisor – Dispatch to 9-1-1 Captain

Based on the study done by Charles Hendricks & Associates, it is recommended to adopt the following Public Safety Pay Scales and Allocation of Positions to Pay grades effective 07/01/04 for:

Patrol

Corrections & Emergency Services

Adopt the transitioning of DES Public Safety employees to the step rated pay scale effective July 1, 2004.  The pay-for-performance individual performance objectives and evaluations will continue to be used as a tool for determining the degree of an employee’s progress and subsequent recommendation for a salary/position upgrade.

-          MEMORANDUM OF UNDERSTANDING – IMPLEMENTATION OF THE MARYLAND EASTERN SHORE INTEROPERABILITY NETWORK BETWEEN THE COUNTY OF WORCESTER AND THE COUNTIES OF SOMERSET, WICOMICO, DORCHESTER, TALBOT, QUEEN ANNE’S CAROLINE, KENT, CECIL AND THE TOWN OF OCEAN CITY, MD –

 

Director Frank Muller, Department of Emergency Services presented a Memorandum of Understanding for the Implementation of the Maryland Eastern Shore Interoperability Network between the County of Worcester and the Counties of Somerset, Wicomico, Dorchester, Talbot, Queen Anne’s, Caroline, Kent, Cecil and the Town of Ocean City, MD.  This Memorandum of Understanding is the result of a grant received by Worcester County from the Maryland Eastern Shore Interoperability Network and will enhance the level of communications within the County boundary and the surrounding mutual aid boundaries on the Eastern Shore of Maryland. The Network is dedicated to establishing a shared communications network that will optimize inter-jurisdictional and intra-jurisdictional wireless communications. 

 

Motion was made by Commissioner Hepbron, seconded by Vice President Kilby and unanimously carried to approve the Memorandum of Understanding presented by Director Muller.

 

-          LEASE AGREEMENT BETWEEN SUSQUEHANNA ELECTRIC COMPANY AND THE BOARD OF COUNTY COMMISSIONERS OF CECIL COUNTY- LOWER SUSQUEHANNA GREENWAY –

 

County Administrator Wein presented a Lease Agreement between the Susquehanna Electric Company and the Cecil County Commissioners.  The land is   being leased for the establishment of the Lower Susquehanna Heritage Greenway. The property is located between the Octararo Creek, the Town of Port Deposit and is on the west side of Route 222. The term of the lease is for twenty years. The County will meet with staff of the Lower Susquehanna Heritage Greenway to establish a form of management agreement. 

 

Motion was made by Vice President Kilby, seconded by Commissioner Guns and unanimously carried to approve the Lease Agreement Between the Susquehanna Electric Company and the Board of County Commissioners the Lower Susquehanna Heritage Greenway.

 

Upon the recommendation of Matt Carter, Director, Department of Public Works, motion was made by Commissioner Hepbron, seconded by Commissioner Guns and unanimously carried to reject Bid No. 04-28, Sanitary Sewer Improvements, North East Sanitary Subdistrict, Thomas Avenue.  Mr. Carter explained that there was only one bid submitted, which was in the amount of $557,196, and is in excess of the allocated funds for the project.  The project will require adjustments and will be re-bid.

 

-          BUDGET AMENDMENTS –

 

Motion was made by Commissioner Hepbron, seconded by Commissioner

Guns and unanimously carried to approve Budget Amendments No. 188 – 196.  

 

The next meeting of the Board of County Commissioners will be held on Tuesday, June 15, 2004 at County Administrative Building.
