MINUTES OF THE BOARD OF HEALTH
May 6, 2003
The Cecil County Board of Health met in the County Administrative Building, 107 North Street, Elkton, Maryland on Tuesday, May 6, 2003. The following members of the Board were present:

Dr. Bailey presented the quarterly report for January – March 2003.
In the Division of Addictions detoxification referrals continue to be made through the Purchase of Care Program funded with Cigarette Restitution Funds. Since the beginning of the funding cycle in September 34 individuals have received 185 days of care through this project.
The Medical Transportation Programs has provided 2,176 trips during January, February and March. Fifty-six ambulance trips were authorized and 196 wheelchair trips were provided. The State Medical Assistance Transportation Program has started enforcing the 30-mile limitation for medical appointments in the Baltimore area. An exception can be made to this policy for specialty services that are not available locally.
The Vital Records unit issued 514 birth certificates and 1,874 death certificates during the quarter.
The Maryland Children’s Health Insurance Program processed 589 new applications for children and pregnant women. Currently there are 347 pregnant women and 3,938 children enrolled in MCHP in Cecil County.
Cecil County Health Department and the Cecil County Board of Education, with funding from Cecil Partnerships for Children, Youth and Families, sponsor two Wellness Centers in the county. As of April 1, 2003 the Holly Hall Center has 260 students enrolled. Bainbridge Elementary has 204 students enrolled.
In the Division of Environmental Health wet season testing has been extending through the first week of May, allowing all applicants for testing to date to be scheduled.
One hundred fifty-nine people attended “Teeth Time for Families” held Thursday, February 20, 2003 at the Elkton Branch of the Cecil County Library. Families participated in interactive activities focusing on dental health.
For the fourth consecutive year the Cecil County Health Department has been awarded a Susan G. Komen Breast Cancer Foundation Grant. The “Just Us!” Outreach Project targets minority women to overcome barriers to breast cancer screening.
The Cecil County Health Department conducted two programs funded by Cecil Partnerships for Youth, Children and Families. “Preparing for the Drug Free Years”. Six programs, each consisting of five 2-hour sessions, were implemented for 80 participants in several different locations throughout the county.
The Mental Health Core Service Agency FY04 Annual Plan and budget proposal were submitted to the Mental Hygiene Administration and received positive comments. A Hospital Intervention Team is in the planning stages as Core Service Agency collaborates with the Departments of Social Services and Juvenile Justice, Cecil County Public Schools, Upper Bay Counseling & Support Services, Inc., local hospitals and other agencies to improve agency communication and enhance service access for children and adolescents experiencing “hospital discharge placement crisis” for their mental health needs. Mental Health referrals through the CSA totaled 536 visits to 264 clients. Developmental Disabilities staff currently services 270 clients; there were 29 new referrals during the quarter.
The Adult Evaluation and Review Services staff completed a total of 102 evaluations. The Older Adults Waiver had 13 new evaluations and five re-determination evaluations.
Douglas Sommers of the Core Services Agency presented to the Board a presentation of the Mental Health Program offered by the Cecil County Health Department. The month of May is Mental Health; Mr. Sommers extended an invitation to the Board for the Open House on May 20, 2003 sponsored by the Core Service Agency.
