MINUTES OF THE BOARD OF HEALTH

April 5, 2005

The Cecil County Board of Health met in the County Commissioner’s Board Room 107 North Street, Elkton, Maryland on Tuesday, April 5, 2005. The following members of the Board were present:

Nelson K. Bolender, President

Harry A. Hepbron, Vice President

William C. Manlove, Commissioner

Mark H. Guns, Commissioner

Dr. Virginia Bailey

Constituting a full Board.

Dr. Bailey presented the Board with the Fiscal Year 2004 Annual Report of the Cecil County Health Department. The report outlines the essential functions of the Health Department and identifies specific accomplishment in each of the following categories during Fiscal Year 2004:

· Tobacco Use

· Cancer

· Alcohol & Drug Abuse

· Lifestyles & Nutrition (including Heart Disease & Diabetes)

· Accidents & Unintentional Injury

The Annual Report identifies activities within the Health Department in the following areas for Fiscal Year 2004:

· Prevention of Epidemics and the Spread of Disease

· Protection Against Environmental Hazards

· Prevention of Injuries

· Promotion & Encouragement of Healthy Behaviors

· Response to Disasters & Assistance of Communities in Recovery

· Assurance of Quality & Accessibility of Health Services

The Report also listed the major accomplishments in Fiscal Year 2004 which were:

· The Public Bathing Beach Sampling Program

· Purchase of Care Program for Detoxification Services

· Improved Pregnancy Outcome

· Core Service Agency Community Forum

· On Our Own of Cecil County
