MINUTES OF THE BOARD OF

COUNTY COMMISSIONERS MEETING

 

Proposed Moratorium Public Hearing

 

April 30, 2003

 

          The Board of County Commissioners for Cecil County conducted a public hearing at the Rising Sun High School Auditorium, 100 Tiger Drive, North East, MD on Wednesday, April 30, 2003.  The following members of the Board were present:

 

            Nelson K. Bolender, President

            Phyllis Kilby, Commissioner

            Harry A. Hepbron, Commissioner

            William C. Manlove, Commissioner

            Mark H. Guns, Commissioner

           

            The public hearing on the proposed subdivision moratorium in the NAR and SAR Zoning Districts of Cecil County for a 180-day period was called to order at 7:00 p.m.

 

            The following persons addressed the Board by expressing their support for the proposed building moratorium:  Palmie Maccari, Nan Greaves, Kathy Hudson, Bill Kilby, Cynthia Rosetti, Bob Porter, Edward Ellison, Louis DeAngelis, Ed Cairns, John Bolinsky and Elaine Ore.

 

            The following persons addressed the Board by expressing their opposition to the proposed building moratorium:  Josh Brown, Doug Johnson, Natalie Riccie, Robert Hodge, Benjamin Haines, Mary Scheeler, Bill Luther, Will Whiteman, Bud Felty, Scott Eddy, Henry Passi, Domenic Vaidala, Pat Ulrich, Mary Sue Slagle, Paula Gilley, Tom Brown, Harlan C. Williams, Susan Davies, John Mackie, Barry Montgomery, Harry C. Brown and Jacque Broomell.

 

            In addition Tom McWilliams addressed the Board. 

 

            Motion was made by Commissioner Hepbron, seconded by Commissioner Guns and carried against the approval of a subdivision moratorium.

           

            VOTE:           Bolender – Y                        Kilby – N       Hepbron – Y

                                    Manlove – N             Guns – Y

 

            The next regularly scheduled meeting of the Board of County Commissioners will be on Tuesday, May 6, 2003 in the County Administrative Building.

 

            With no further business to be discussed, the meeting was adjourned.
