MINUTES OF THE BOARD OF COUNTY

COMMISSIONERS MEETING

 

February 3, 2004

 

            The Board of County Commissioners for Cecil County met in regular session at the County Administrative Building, 107 North Street, Elkton, Maryland on Tuesday, February 3, 2004.  The following members of the Board were present:

 

            Nelson K. Bolender, President

            Harry A. Hepbron, Commissioner

            William C. Manlove, Commissioner

            Mark H. Guns, Commissioner

 

Constituting a majority Board.

 

            The meeting was called to order by President Bolender at 7:00 p.m. and opened with the Pledge of Allegiance.

 

            The minutes from the January 16, 2004 meeting of the Board of County Commissioners were unanimously approved.

 

-          COMMISSIONERS’ COMMENTS –

 

Commissioner Manlove – commended Mr. Carter, Director of Public Works and his Department for their efforts during the recent winter storms.

 

Commissioner Hepbron – also commended the Department of Public Works.  In addition, he commented on the MACO meetings that he and President Bolender have and will continue to attend.

 

President Bolender – commented relative to the MACO meetings and the recent meeting with the Secretary of Budget from the Governor’s Office.  He too, commended the Department of Public Works.

 

Commissioner Guns – commented relating to the budget difficulties that will be passed along to the Counties from the State.  He indicated that the Board will do the best they can with the funds that are allocated.  Commissioner Guns indicated that he is optimistic about the new projects that the Department of Economic Development has been instrumental in bringing to the county.

 

-          PROCLAMATION – PURCHASING MONTH –

 

President Bolender presented to Mr. David Pyle, Purchasing Agent for Cecil County, a Proclamation, proclaiming the month of March “Purchasing Month” and commending Mr. Pyle’s work.

 

-          WOMEN’S COMMISSION ANNUAL REPORT –

 

Karen Emery, Co-Chair and Kathy Kunda, Treasurer, presented to the Board the Cecil County Commission for Women Annual Report. Ms. Emery outlined the annual highlights of 2003 including the Art Exhibit and Reception; Trailblazers Award; Girls, Inc., Outreach Dinner and Fashion Show; Girls Conference and the Ladies Night Out and the activities planned for 2004.  In addition, Ms. Emery announced the expanded partnerships and representation on agency committees; she advised the Board that all of the activities were done in partnership with another county agency or group who worked collaboratively for successful programs.

 

Ms. Kunda presented the Cecil County Commission for Women Financial Report for July 1, 2003 – December 31, 2003 and projected allocations and expenditures for January 1, 2004 through June 30, 2004.

 

-          PUBLIC COMMENT –

 

Joseph J. Gilbert, Jr., 2399 Biggs Highway, North East – commented about the re-opening of the bridge on Razor Strap Road and whether or not the necessary easements have been obtained by the county.  In addition, Mr. Gilbert inquired as to the procedure of obtaining a County Ordinance concerning the placement of basketball hoops in the streets. 

 

-          PERSONNEL –

 

Upon the recommendation of Donna Nichols, Director, Human Resources, motion was made by Commissioner Manlove, seconded by Commissioner Guns and unanimously carried to accept the following resignations/terminations:

 

Charles Iman, Social Worker II, Department of Social Services

Mark A. Murdock, Paramedic, Emergency Services

Sandra Gonzalez, Part-time OSA, Dept. of Aging

Rooby A. McCraw, Facilities Management, Retirement

 

Upon the recommendation of Ms. Nichols, motion was made by Commissioner Manlove, seconded by Commissioner Hepbron and unanimously carried to approve the following appointments:

 

James W. Monger, Temporary Appt., Roads Sign Shop, $8.50/hour

Richard Shelly, Bus Driver, Dept. of Aging, $10.46/hour (grade 4)

Richard DiTroia, Bus Driver, Dept. of Aging, $10.46/hour (grade 4)

Christine M. Boyer, P/T OSA, Dept. of Aging, $9.21/hour (grade 3)

 

Upon the recommendation of Ms. Nichols, motion was made by Commissioner Guns, seconded by Commissioner Manlove and unanimously carried to approve the following promotions/transfers/reclassifications:

 

Sandra Biggs, from Junior Accountant in the Accounting Office to Administrative Assistant, Emergency Services, same salary $14.00/hour (grade 6)

Doris E. McInturff from regular part-time Janitor to on-call Janitor, same hourly rate of $9.21, effective 1/20/04, no longer eligible for retirement contributions

Teresa M. Gordon, Program Worker Aging to Help Desk Analyst, Information Systems at $12.88/hour (grade 6)

 

Upon the recommendation of Ms. Nichols, motion was made by Commissioner Manlove, seconded by Commissioner Hepbron and unanimously carried to approve a Resolution to Revise the Cecil County Code Article VI – Classified System effective January 1, 2004.  A copy of this Resolution is incorporated into these minutes.

 

Other Appointing Authorities Personnel Actions

 

Appointments:

 

Virginia Rixham, PCO I, Sheriff’s Office, $10.45/hr. (grade 4P)

Angela R. Brueckman, Part-time Legal Secretary, State’s Attorney’s Office, $12.88/hour (grade 6), eligible for enrollment in state retirement benefits

 

Promotions/Transfers/Reclassifications:

 

Promote Carol Corcoran from Corporal to Sergeant Corrections at $20.75/hour (grade 8P7)

Promote Shelley Craig from DFC to Corporal at $16.26/hour (grade 7P1)

Transfer Sergeant Christine Porter from Community Corrections to Detention Center

Transfer William Nelson from Detention to Community Corrections

Extend temporary appointment of Charles Neal, Office Services Specialist, CCSO for an additional 100 days

 

-          GROWTH ALLOCATION REQUEST, TOWN OF ELKTON – 5.88 ACRES FROM LDA TO IDA, WASTEWATER TREATMENT PLANT –

 

Eric Sennstrom, Director, Planning, Zoning, Parks & Recreation presented to the Board for consideration a request from the Town of Elkton to reclassify 5.889 acres from Limited Development Area (LDA) to Intensely Developed Area (IDA) to accommodate the expansion of Elkton’s Wastewater Treatment Plant. 

 

Motion was made by Commissioner Hepbron, seconded by Commissioner Guns and unanimously carried to approve the request from the Town of Elkton to reclassify 5.889 acres from Limited Development Area (LDA) to Intensely Developed Area (IDA).

 

-          RECOMMENDATION FOR AWARD – ELK RIVER PARK IMPROVEMENTS –

 

Upon the recommendation of Mr. Sennstrom, motion was made by Commissioner Hepbron, seconded by Commissioner Guns and unanimously approved to reject the bids received regarding the installation of a boat ramp, bulkhead and boardwalk at the proposed Elk River Park.  Both bid responses received were in excess of available funding.  

 

-          RECOMMENDATION FOR AWARD – BID NO. 04-25, LANDFILL COMPACT TRACTOR –

 

Upon the recommendation of Mr. Carter, Director, Public Works, motion was made by Commissioner Guns, seconded by Commissioner Hepbron and unanimously carried to award Bid No. 04-25 to Ag Industrial in the amount of $24,880.00.

 

-          RECOMMENDATION FOR AWARD – BID NO. 04-26, LANDFILL ROLLOFF TRUCK –

 

Upon the recommendation of Mr. Carter, motion was made by Commissioner Hepbron, seconded by Commissioner Manlove and unanimously carried to award Bid No. 04-26 to Waste Equipment in the amount of $106,500.00.

 

-          RECOMMENDATION FOR AWARD – BID NO. 04-27, LANDFILL HYDROSEEDER –

 

Upon the recommendation of Mr. Carter, motion was made by Commissioner Hepbron, seconded by Commissioner Guns and unanimously carried to award Bid No. 04-27 to Wolbert & Masters, Inc., in the amount of $71,310.00.

 

 

 

 

 

-          BUDGET AMENDMENTS –   96 – 101

 

Upon the recommendation of Mr. Wein, County Administrator, motion was made by Commissioner Manlove, seconded by Commissioner Guns and unanimously carried to approve Budget Amendments Nos. 96-101.

 

There being no further business of the County Commissioners, meeting adjourned.

 

The next meeting of the Board of County Commissioners will be held on Tuesday, February 17, 2004, 7:00 p.m., at the Chesapeake City Town Hall, Chesapeake City, MD.
