MINUTES OF THE BOARD OF COUNTY

COMMISSIONERS MEETING

 

January 18, 2005

 

            The Board of County Commissioners for Cecil County met in regular session at the Cecilton Town Hall, 117 W. Main, Cecilton, MD on Tuesday, January 18, 2005.  The following members of the Board were present:

 

            Nelson K. Bolender, President

            Phyllis Kilby, Vice President

            Harry A. Hepbron, Commissioner

            William C. Manlove, Commissioner

            Mark H. Guns, Commissioner

 

Constituting a full Board.

 

            The meeting was called to order by President Bolender at 7:00 p.m. and opened with the Pledge of Allegiance.

 

            The minutes from the January 4, 2005 Board of County Commissioners Meeting were unanimously approved.

 

            The minutes from the January 4, 2005 Board of Health Meeting were unanimously approved.

 

            The minutes from the January 4, 2005 Special Meeting of the Board of County Commissioners for a Request for Amendment of Water/Sewer Master Plan, by Aston Development Group were unanimously approved.

 

-          COMMISSIONERS’ COMMENTS-

 

Commissioner Manlove – commented about recent news on the Old Telegraph Road Bridge and the possibility of the installation of a Jumper Bridge, so that one lane of the bridge can be utilized while awaiting the repair/replacement.

 

Vice President Hepbron – declined comment.

 

President Bolender – commented about the Martin Luther King Day Celebration he and the other Commissioners attended on Monday.

 

Commissioner Kilby – commented about the School of Technology Awards Ceremony she recently attended.

 

Commissioner Guns – acknowledged the loss of Mr. Walter Foraker, a former Cecil County Volunteer Firefighter.

 

-          TREASURER’S REPORT –

 

Al Wein, County Administrator, in the absence of Pam Howard, Treasurer, presented the Board with the monthly Treasurer’s Report as of December 31, 2004.

 

            PUBLIC COMMENT –

 

Alexandra Meyer, Warwick - commented about updates to the Old Telegraph Road Bridge. She further thanked Commissioner Kilby for her attentiveness in this matter.

 

Matt Carter, Director, Public Works – gave an update as to the status of the repairs to the Old Telegraph Road Bridge, pursuant to request by the Board.

 

Owen Thorne, 20 Hillwood, Elkton – commented relative to issues relating to the Planning Commission, agenda notification and procedures.  He further commented on amendments to the Master Water/Sewer Plan and future development within the county.

 

Phillip Pierce, 253 N. Bohemia Ave., Cecilton, MD – asked for several answers to prepared questions, relating to funding for county road repairs, agricultural preservation, funding of that program and participation of Board Members within the program.  He further asked for an explanation as to a request for waiver of formal bidding process for Locust Point Road.

 

Mary Scheeler, 6740 Augustine Herman Hwy., Elkton - commented relative to obtaining infrastructure in the growth corridor through impact fees.

 

 

-          APPOINTMENTS –

 

Motion was made by Vice President Hepbron, seconded by Commissioner Manlove and unanimously carried to appoint the following member to the Board of License Commissioners to fulfill the term of Sarah Colenda, who resigned.  Term will expire on June 30, 2005:

 

H. Cuz Curry, 132 Pierce Road, Rising Sun, MD 

 

- FARR CREEK ACQUISITION – 82 COX LANE, ELKTON, MD

 

Administrator Wein presented the Board for consideration a request from Frank Muller, Director of Emergency Services, based on independent appraisals, to purchase the property located at 82 Cox Lane, recorded as Lot 42, Map 27, Parcel 274 as part of the Farr Creek Acquisition Project.  The total project cost will be $85,446, the FEMA portion is $64,085, MED portion is $10,680 and County $10,681 (In-Kind).

 

Motion was made by Vice President Hepbron, seconded by Commissioner Guns and unanimously carried to approve the acquisition, pursuant to the Farr Creek Acquisition Project.

 

-          DEDICATION OF ROAD FRONTAGE PROPERTY TO THE BOARD OF COUNTY COMMISSIONERS FOR THE FOLLOWING:  MINOR SUBDIVISION KNOWN AS THE LANDS OF VICTOR C. & GRACE V. WEBB; C.E.C. LLC, WOODCREST CIRCLE; RIDGE RUN ROAD, CHESAPEAKE CLUB AND MINOR SUBDIVISION PLAT FOR THOMAS S. BARCZEWSKI –

 

Director Matt Carter, Department of Public Works presented the above dedications for road frontage for the above parcels/subdivisions, pursuant to the Zoning Code and Subdivision Regulations of Cecil County. 

 

Upon the recommendation of Mr. Carter, motion was made by Commissioner Guns, seconded by Commissioner Manlove and unanimously carried to accept the dedication of road frontage for the Minor Subdivision known as the Lands of Victor C. & Grace V. Webb.

 

Upon the recommendation of Mr. Carter, motion was made by Commissioner Kilby, seconded by Commissioner Manlove and unanimously carried to approve the dedication of road frontage for the C.E.C. LLC, Woodcrest Circle.

 

Upon the recommendation of Mr. Carter, motion was made by Commissioner Kilby, seconded by Commissioner Guns and unanimously carried to approve the dedication of Ridge Run Road, Chesapeake Club.

 

Upon the recommendation of Mr. Carter, motion was made by Vice President Hepbron, seconded by Commissioner Manlove and unanimously carried to accept the dedication of the Minor Subdivision Plat for Thomas S. Barczewski.

 

-          BUDGET AMENDMENTS NOS. 75-79 –

 

Upon the recommendation of Administrator Wein, motion was made by Commissioner Guns, seconded by Commissioner Kilby and unanimously carried to approve Budget Amendments 75-79.

 

            The next regular meeting of the Board of County Commissioners will be held on Tuesday, February 1, 2005 at County Administrative Building.

 

There being no further business of the County Commissioners, meeting adjourned.
