MINUTES OF THE BOARD OF COUNTY
COMMISSIONERS MEETING

January 17, 2006

The Board of County Commissioners for Cecil County met in regular session at the Cecilton Town Hall, 117 West Main Street, Cecilton, MD on Tuesday, January 17, 2006. The following members of the Board were present:

Nelson K. Bolender, President
Harry A. Hepbron, Vice President
William C. Manlove, Commissioner
Mark H. Guns, Commissioner

Constituting a full Board.

The meeting was called to order by President Bolender at 7:00 p.m. and opened with the Pledge of Allegiance.

The minutes from the December 20, 2005 meeting of the Board of County Commissioners were unanimously approved.

The minutes from the December 20, 2005 meeting of the Board of Health were unanimously approved.

-COMMISSIONERS’ COMMENTS-

Commissioner Manlove – welcomed the Board to Cecilton.

Commissioner Hepbron – declined comment.

President Bolender – commented about the Martin Luther King Memorial Service he and other Board members attended at Wrights AME Church.

Commissioner Guns – commented about the Sassafras River Association.

- TREASURER’S REPORT –

Pamela Howard, Treasurer for Cecil County presented the Treasurer’s Report for the period ending December 31, 2005. A copy of this report is incorporated into these minutes.

- PUBLIC COMMENT –

Melanie Coppola, North East, MD – commented relating to a proposed development in the North East
Area.

Joyce Hobart, North East, MD – commented about the same proposed development in the North East area and spoke in opposition.

- BID AWARD NO. 06-36 –

Upon the recommendation of the Purchasing Agent, motion was made by Commissioner Manlove, seconded by Vice President Hebron and unanimously carried to approve Bid Award 06-36 for Refuse/Recycling Containers to Waste Equipment Sales & Service, LLC in the amount of $60,060.

- BUDGET AMENDMENTS -

Motion was made by Commissioner Guns, seconded by Commissioner Manlove and unanimously carried to approve Budget Amendment Nos. 80 – 83 and Board of Education Amendment No. 5.

The next regular meeting of the Board of County Commissioners will be held on Tuesday, February 21, 2006 at 7:00 p.m. at the County Administration Building, 107 North Street, Elkton, MD 21921.

There being no further business of the County Commissioners, the meeting concluded.
