Public hearing will be held on May 8, 2007; County Administrative Building, 107 North Street, Elkton, MD, by the Board of County Commissioners of Cecil County at 4:00 p.m. and 7:00 p.m. in conjunction with the FY 08 proposed budget hearings to consider the following proposed increases to water/sewer connection fees and user rates:

1. Connection Fees per Equivalent Living Unit (ELU). One (1) ELU = 80,000 gallons per year usage
|
|
|
(220 gallons per day). Bulk users are calculated as the projected usage divided by 220 gpd.
|
|
|
Connection Fees are charged in whole increments, rounded up. Connection Fees are non-refundable.
|
|
|
Connection Fees are a one-time charge for all new or expanded discharges.
|
|
|
|
2. Existing residential is a previously constructed home connected within one year of completion of a new utility line in front of it in an existing community.
3. User Rates are charged quarterly.
4. Minimum charge is 10,000 gallons per quarter.
5. Lump sum rate calculated from a typical usage of 15,00 gallons per quarter
6. All living units, whether single-family, townhouses, apartments, condominiums, mobile homes, or manufactured homes, are to be considered residential in nature and shall not be considered as commercial development.
7. In addition to Connection Fees, applicant shall be sole responsible for all actual construction costs to connect to the water and sewer systems and for any necessary extension of water or sewer lines to the project site.
