Ms. Rodenbaugh works sixteen hours per week. She is responsible for recruiting and training volunteers for the Panel. In addition, she screens youth candidates for the program and coordinates all hearings, monitors youth compliance, and acts as a mentor to the youth in the program. She also maintains statistical data and prepares quarterly reports. The Town of Rising Sun agreed to provide the Coordinator office space, office supplies, and postage for program correspondence. Cecil County Government provides administration and payroll services.

Ms. Woods is the Neighborhood Youth Panel Coordinator for the Town of Elkton. Along with the volunteer panel members, action plans are established for the youths to complete. The plans include specific requirements, as well as, avoiding future infractions. A panel member is assigned to mentor the youth. The mentor monitors the youth's progress in meeting the action plan agreement. The success of the program has been reflective of the volunteers participation and the support from The Town of Elkton.
