Commissioners Meet with Cecil County Delegation

Elkton, MD – The Board of County Commissioners met with members of our Cecil County Delegation, Senators Nancy Jacobs and E.J. Pipkin, and Delegates Michael Smigiel, David Rudolph, and Jay Jacobs, to discuss the County's legislative request for the 2012 General Assembly session.  Earl Bradford, Chief Alcoholic Inspector, joined by Bill Gerwick and Carrie Taylor from the Liquor Board, presented the following legislative requests for consideration:
  • Add Cecil County to 2-207 Pub-brewery license, Section (g) and (1) (vi);
  • Amend 6-201 Hotels and Restaurants, Section (i); change the minimum capital investment for a BLX license from $600K to $450K for dining room facilities and kitchen equipment;
  •  Increase the maximum fine allowable per offense from $1,000 to $2,000 and provide for suspension of license also; allow Board to fine and/or suspend license.

Commissioner Diana Broomell discussed the possibility of adopting drug nuisance laws/padlock laws and other related drug abuse prevention and intervention initiatives that would help county officials reduce drug abuse issues.

Senator E.J. Pipkin provided an update on the status of the State PlanMaryland, septic system legislation, and Water Shed Implementation Plan initiatives and plans underway to continue opposing these regulations, which would have a negative impact on local communities and government.  Other matters that will be addressed during the FY2013 budget process will be the proposed increase for the gas tax, out of control spending on mass transit initiatives in urban counties, and management and oversight issues at the Maryland Department of Transportation.  County officials were encouraged to continue participating in the Maryland Association of Counties to address these issues in unison with other jurisdictions throughout the state.
