MINUTES OF THE BOARD OF LICENSE COMMISSIONERS
OF CECIL COUNTY

 

The Board of License Commissioners of Cecil County met in a regular session at the County Administrative Building, Conference Room, 200 Chesapeake Boulevard, Elk Room, Elkton, MD on Wednesday, January 30, 2013 at 9:15 A.M.

PRESENT:
        Tim Snelling, Chairman
                        Carrie L. Taylor, Commissioner
                        John M. Eller, Commissioner
                        H. Norman Wilson, Jr., Esquire
                        Earl R. Bradford, Chief Alcohol Beverage Inspector
                        Robin Coyle, Administrative Assistant

SPECIAL – ONE DAY

Application received from Nelson K. Bolender; Chris Hammond; Brian Adair; T/A Delaware Vipers, Ed Walls Center, Fair Hill State Park, 300 Tawes Drive, Elkton, MD 21921

 

Nelson Bolender and Brian Adair appeared before the Board; Mr. Adair explained the Delaware Vipers is a travelling baseball team and they've been invited to play in Cooperstown and this event is to raise funds for that trip.  He stated no one at the event will be under 21 years old.  Commissioner Eller made a motion to approve the special one-day license; Commissioner Taylor seconded that motion and the Board then voted unanimously to approve the special one day license.

Class "A" BWL Alcoholic Beverage License No. A-31 - Patrick Evans, Evans Family Enterprises, LLC, T/A Delancy Liquors, Delancy Plaza Shopping Center, Suite D, Elkton, MD 21921

 

Patrick Evans appeared before the Board; Mr. Evans and Chief Bradford were duly sworn by the Clerk.  Chief Bradford read his report into the record.  In Chief Bradford's report he stated on August 7, 2012, he spoke with Mr. Evans' son and told him their license did not allow on-premises tastings.  Mr. Wilson asked Mr. Evans if he was aware of what his son was told; Mr. Evans stated no, his son never told him about the conversation.  Chairman Snelling asked how many hours a week Mr. Evans was at the store; Mr. Evans stated 50+ hours, he and his son split the hours.  Chairman Snelling told Mr. Evans the Board would make its decision and he would receive that decision by certified mail.

 

BOARD DECISION – Guilty - waive administration fee - $100 fine

 

 

 

Class "B" BWL Alcoholic Beverage License No. B-44 - Suzanne E. Cola-Luca, President; Paul A. Loomis, Vice President; Barbara H. Loomis, Vice President; STH Corporation, T/A Bennett's Thrifty Liquor Store, 2852 Augustine Herman Highway, Chesapeake City, MD 21915

Suzanne E. Cola-Luca appeared before the Board; Ms. Cola-Luca and Chief Bradford were duly sworn by the Clerk.  Chief Bradford read his report into the record.  Ms. Cola-Luca stated the clerk was fairly new and she was still training; she has not received alcohol awareness training because of the high turnover.  Chairman Snelling told Ms. Cola-Luca the Board would make its decision and she would receive that decision by certified mail.

 

BOARD DECISION – Guilty - waive administration fee - $250 fine.

 

Class "B" BWL Alcoholic Beverage License No. B-68 - Peter J. Wood, President, Rachel E. Wood, Secretary/Treasurer; Capital Development Associates, Inc., T/A Woody's Crab House, 29 S. Main Street, North East, MD 21901

 

Warren (Chip). Beverung, III appeared before the Board; Mr. Beverung and Chief Bradford were duly sworn by the Clerk.  Chief Bradford read his report into the record.  Chairman Snelling told         the Board would make its decision and she would receive that decision by certified mail.

 

BOARD DECISION – Guilty - waive administration fee - $250 fine.

 

Class "B" BWL Alcoholic Beverage License No. B-84 - Mukesh V. Manekporia, President; Laxmi, Ltd. T/A Stop & Shop, 372 Conowingo Road, Conowingo, MD 21918 (Sunday - Off-Sale Only)

 

Kunal Manekporia appeared before the Board; Mr. Manekporia and Chief Bradford were duly sworn by the Clerk.  Chief Bradford read his report into the record.  Mr. Manekporia stated he is not making excuses but when this happened he was running both his mother's store due to her vacation and his father's store due to his health; he said he wasn't making excuses but he was very stressed.  It was noted this establishment was charged with selling to someone underage at the August 2012 meeting.  Chairman Snelling told Mr. Manekporia the Board would make its decision and she would receive that decision by certified mail.

 

BOARD DECISION – Guilty - waive administration fee - $500 fine.

 

Class "B" BWL Alcoholic Beverage License No. B-101 - Robert Alt; Steve Linkous; KLMK, Inc., T/A The North East Store, 1223 Turkey Point Road, North East, MD 21901

 

BOARD DECISION – Guilty - waive administration fee - $250 fine.

·                    Legislation – Wine Festival – Kevin Atticks is submitting legislation to raise the number of events from one to three – the Board voted unanimously to support this.
