Cecil County Ethics Commission
"Cecil County, recognizing that our system of representative government is dependent in part upon the people maintaining the highest trust in their public officials and employees, finds and declares that the people have a right to be assured that the impartiality and independent judgment of public officials and employees will be maintained." - Cecil County Code, Ethics, §166-2.A.

| Commission Members The Ethics Commission consists of five members appointed by the County Commissioners to staggered four-year terms and until their successors are appointed. All members shall reside in and be qualified voters of Cecil County. Not more than three members of the Commission shall be affiliated with the same political party. (Sec. 166-4)

Purpose and Responsibilities
The Ethics Commission, acting under authority of Cecil County and Maryland state law, is charged with the following responsibilities:
- Oversight, retention, review and enforcement of statements of financial and gift disclosure and conflicts of interest for county employees, elected officials, candidates for county office, and Board and Commission appointees. (Secs. 166-6,7)
- Oversight, retention, review and enforcement of annual registration and gift disclosure requirements for lobbyists. (Sec. 166-8)
- Issuance of advisory opinions regarding ethics rules, regulations, and requirements. (Sec. 166-4)
- Review and rule on complaints filed alleging ethics violations by persons subject to ethics laws. (Sec. 166-4)
- Respond to and inform public regarding ethics rules, regulations, and requirements.(Sec. 166-4)
- Certify to State Ethics Commission annually that county is in compliance with state mandated standards. (Sec. 166-4)
