Cecil County's Environmental Programs are managed by the Department of Public WorksSolid Waste Management Division These programs consist of recycling, source reduction, and special waste programs. Our recycling program was instituted in 1990 after the Maryland Recycling Act was passed which requires all Maryland Counties to recycle a specified amount of their waste.
Our Source Reduction Program was instituted in 2006 to assist residents and businesses in Cecil County to reduce the amount of waste generated. Our special waste program began in 1988 with used motor oil being accepted and has grown to encompass many types of wastes such as antifreeze and vegetable oil.
Source reduction promotes two of the three R's of Recycling which are reuse and reduce. Source Reduction focuses on reducing the waste before it is produced. Composting and Grasscycling are also main topics for source reduction in that they eliminate yard waste by returning it to the land for beneficial fertilizer. Yard waste is banned from landfilling in Cecil County and can be homecomposted, grasscycled, or brought to the Cecil County Central Landfill for a minimal fee. The yard waste accepted by the Cecil County Central Landfill is ground and composted into mulch.
Residents can use one of our three facilities to drop off reusable items such as textiles, vinyl siding, or eyewear and recyclables. Please see the availability links below to determine which recyclables are acceptable at each facility.
