Where & how can I recycle?
As of January 1, 2011 all licensed commercial refuse haulers including those that service residences must PROVIDE curbside recycling service to their individually contracted residential customers. As of July 1, 2011 all municipalities must PROVIDE curbside recycling service at least once per month to their residents that have curbside trash service. If you subscribe to trash service or live within the municipalities you must be provided curbside recycling at least once a month. If you are not being provided this service call your provider or the Cecil County Solid Waste Management Division at 410-996-6275 to assist your provider to come into compliance with this mandate.
If you do not have curbside trash service you can use one of our three Solid Waste Management Facilities to drop off your recyclables. Use this link for a list of what recyclables are available at each facility:

What is single stream recycling?
Single Stream Recycling consists of paper, cardboard, plastics, glass bottles & jars, and cans which can all be comingled or "mixed" together in one container for collection. The recyclables are then sent to a single stream recycling plant where they are separated using magnets, screens, electromagnetic eddy currents and optical sorting technology. The recyclables are then baled and sent to their end use markets. For example newspaper that is separated from the single stream recyclables is baled and sent to paper producing plants where it is made into new paper products.
What is the market rate for single stream recycling?
The market rate for single stream recycling is a formula used to determine what loads of single stream recyclables over 200 pounds are charged at our facilities. The current market rate is $4.00 per ton.
How are single stream recyclables separated?

How can I get curbside recycling service?
As of January 1, 2011 all Licensed Commercial Refuse Haulers that provide curbside trash service must PROVIDE at least once a month curbside recycling service to all of their individually contracted residential customers in unincorporated (outside town limits) areas of Cecil County.
As of July 1, 2011 all Licensed Commercial Refuse Haulers that provide curbside trash service must PROVIDE at least once a month curbside recycling service to all residents living within the Municipalities that currently have curbside trash service.
Therefore, you can get curbside recycling service by contacting any Licensed Commercial Refuse Hauler that serves Cecil County or, if you live within a Municipality you can contact them for details on how recyclables are collected. Many municipalities allow residents to use their own recycling container and mark it in such a way that the hauler can recognize that it contains recyclables.

Are the recycling & environmental programs paid for by tax dollars?
No, Cecil County recycling & environmental programs are paid for out of the Cecil County Solid Waste Management Division Enterprise Fund. This fund is fueled from revenue collected from tipping fees at Cecil County Solid Waste Management Facilities as well as revenue from some of the recyclables such as textiles and scrap metal.
How can I properly dispose of my medications?
Medications can be brought to the Cecil County Central Landfill ONLY on Household Hazardous Waste Day Events. The next Household Hazardous Waste Day event will take place on Sunday, October 30, 2011 from 7:30 am - 3:00 pm at the Central Landfill on Rt. 7 in Elkton. When is the next Household Hazardous Waste Day and is there a fee?
There is no fee charged during Household Hazardous Waste Day Events which are available only to Cecil County Residents. Is the mulch loaded on my vehicle for me?
Mulch must be loaded by the resident purchasing the mulch. We cannot currently load mulch into your vehicle for you.
Is the mulch treated?
Our mulch is made from the brush and logs brought into our green waste collection area. It is ground and screened, but not treated in anyway.

All types of batteries are accepted at all three Cecil County Solid Waste Management Division Facilities listed below:
