Welcome to the Cecil County Solid Waste Management Division's Recycling Programs page. Our recycling program was instituted in 1990 after the Maryland Recycling Act was passed. The Maryland Recycling Act requires counties with a population under 150,000 to recycle 15% of their waste stream. Cecil County falls into this category and has met or exceeded this requirement every year since the law was enacted.
Cecil County currently recycles over 50% of it's waste. In 2007 we recycled over 95,000 tons which is 53% of our waste stream. This includes cardboard, white goods, electronics, fluorescent lamps, yard waste, batteries, and single stream recyclables.

Program Highlights:
- If one fluorescent lamp can contaminate 6000 gallons of drinking water - by recycling 1687 fluorescent lamps so far this year -Cecil Countians have possibly kept over ten million gallons of drinking water from being contaminated !
- Brian McDonald has completed his Eagle Scout project at the county park on river Bend Road. Brian is a member of Boy Scout Troop 131. He cleaned up this riverside park, collecting 10.51 tons of tires, metal, recyclables, and litter. He was able to recycle 88.4% of this waste with the help of Cecil County Parks & Recreation and the Solid Waste Management Division.
