Development Services Division
Development Services is a division within the Department of Public Works. The Development Services Division contributes to the health, safety, economic development, and quality of life of the citizens of Cecil County by providing quality customer service, plans review, and inspections for roads, bridges, water and wastewater, and stormwater management projects. The Development Services Division consists of the Chief, Plans Review Supervisor, and Sediment & Stormwater Program Manager. Other positions vary from Resource and Stormwater Inspectors, Plans Reviewers, Road and Utility Inspectors and Administrative Assistant.
The Development Services Division is composed of the following three branches:
1. The Plans Review Branch reviews engineering plans to ensure compliance with relevant County codes in the area of subdivisions, stormwater management, site development, road and /or utility plans.
2. The Sediment & Stormwater Management Branch is responsible for the development, management and execution of the Cecil County Erosion & Sediment Control and Stormwater Management programs. This branch ensures the effective administration of and compliance with the Cecil County Code and other applicable laws, regulations and standards.
3. The Construction Inspection Branch inspects private development (water, sewer, roads) for compliance.

- As required by the Stormwater management Act of 2007, the Cecil County Stormwater Management Ordinance has been modified to implement environmental site design (ESD) to the maximum extent practical (MEP). DRAFT Cecil County Stormwater Management Code 2009
- The Maryland Department of the Environment (MDE) recently released the Model Stormwater Management Ordinance. The document provides guidance to local jurisdictions on how their ordinances must be modified in order to meet the requirements of the Stormwater Act of 2007 - namely how to incorporate environmental site design (ESD) concepts to the maximum extent practicable in the planning and approval process of stormwater management plans. The model ordinance will shape changes to the Cecil County Stormwater Management Ordinance over the upcoming year. Below is the link to the document:
