Codes 2000 Committee

The Codes 2000 Committee (C2C) was appointed by the Board of County Commissioners of Cecil County in July 2000 to advise the Board during the development of new regulatory codes for the Department of Public Works.  The Stormwater Management Code has been completed and adopted (last revision February 19, 2002).  The Soil Erosion and Sediment Control Code revisions were adopted May 1, 2002.  The Road Code, and the Water and Sewer Standards were adopted April 25, 2002. 

The C2C consisted of two subcommittees:  the Environmental Subcommittee dealt primarily with the Stormwater Management Code and the Soil Erosion and Sediment Control Code; the Roads and Utilities Subcommittee dealt primarily with the Road Code and the Water and Sewer Standards. 

The C2C consisted of:

The subcommittees worked diligently and met regularly to develop recommendations for drafts of these new codes and standards and they dedicated enormous amounts of their volunteer time.  Because of the diverse backgrounds and experiences of the committee members, these new codes have been well received by the public, the regulated community, and the Board of County Commissioners.  On behalf of the Board of County Commissioners of Cecil County, the Department of Public Works wishes to thank the C2C for their thoughtful work.

Cecil County Soil Erosion and Sediment Control Code

A revised Soil Erosion and Sediment Control Code (Chapter 248 of the Cecil County Code) was adopted May 1, 2002.  The Soil Erosion and Sediment Control Code addresses land disturbance activities in Cecil County and provides protective measures to minimize sediment transport during construction.  Soil erosion and sedimentation can adversely impact down gradient properties, streams, and wetland areas, but a variety of control measures can significantly minimize the impact.

Cecil County Road Code

The new Road Code was adopted April 25, 2002.  The former Road Code dated to at least 1973 and an overhaul was overdue.  The Road Code addresses how roads and road systems are to be constructed in Cecil County.  It details pavement and shoulder widths, roadside ditching, stormwater collection systems, entrance designs, construction techniques, quality control, inspections, financial assurances, and much, much more.

Cecil County Water and Sewer Standards

The new Water and Sewer Standards was adopted April 25, 2002.  The former Standards dated to at least 1973 and failed to adequately address current materials and construction methods.  The Water and Sewer Standards address how potable water distribution and sanitary sewer collection systems are to be designed and constructed in Cecil County.
