Sealed proposals for the Cecil County Government, Parks and Recreation Department; "RFP 08-11: Community Center Ball Field Improvements" as described in the proposal package, for the Cecil County Government will be received from qualified vendors until 1:30 P.M., on May 20, 2008, in the Purchasing Office, 200 Chesapeake Blvd., Suite 1400, Elkton, MD 21921.   The County is requesting proposals from qualified firms for the design, removal and construction of fencing, poles, backstop, etc., around the baseball fields at the Cecil County Community Center, Rising Sun Maryland, in accordance with the specifications contained in this Request For Proposal (RFP) and final approved specifications.  Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (Pamela Lowe, Purchasing Assistant), at 410-996-5396 or e-mail PLOWE@CCGOV.ORG (cc/DPYLE@CCGOV.ORG). 

A Mandatory Pre-Proposal Conference will be held May 8, 2008, at 8:30 a.m. on site at the Community Center, 17 Wilson Road, Rising Sun, MD 21911.  All Prospective vendors submitting proposals shall attend this mandatory on-site meeting.  Immediately following the meeting a mandatory tour of the fields will be conducted. 

Electronically submitted or late proposals will not be accepted.  All vendors shall acquire proposal packages from the Purchasing Department in order to submit any proposal or their proposal may be considered non-responsive.

All questions or discussions concerning this proposal, bid documents, specifications, etc., shall only be coordinated through the Purchasing Office.  The County shall not be responsible for information obtained outside the County Purchasing Office, concerning this or any other County bid, RFP, solicitation or quotes. 

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/vendor provides a written request barring the disclosure of their information until after specific bid award. 

The Board of County Commissioners of Cecil County reserves the right to reject any or all bids, RFPs and to waive any technicalities
