Sealed bid proposals for "Courthouse Renovation" as described in the proposal package, for the Cecil County Government, Department of Public Works will be received from qualified bidders until 1:30 PM, June 10, 2008 at the Purchasing Department, 200 Chesapeake Blvd, Suite 1400, Elkton, MD 21921.

The project includes renovation work and a new fire alarm and fire suppression system at the Cecil County Courthouse, 129 E. Main Street, Elkton, Maryland 21921.  The building consists of 77,753 square feet of space on four floors, including an occupied basement.  The west wing of the building was constructed in 1939, and the east wing in 1966.  The Invitation to Bid is for the following work:

1.                  Renovations of the Cecil County Courthouse, including the following:

§         8,484 square feet of tenant fitout on the First and Second Floors;

§         Replacement of a west wing stair wall with a 2-hour fire rated wall on four Floors, at 13 linear feet per Floor;

§         Addition of a new fire stair from the Third Floor to Grade, at 203 square feet per Floor, or 609 total square feet.

2.                  New fire alarm and fire suppression system throughout the Cecil County Courthouse, including the following: 

§         Basement                          20,791 SF;

§         1st Floor                            20,635 SF;

§         2nd Floor                           20,075 SF;

§         3rd Floor                            16,252 SF;

§         Penthouse    Mechanical Enclosures.

Bid packages may be picked up at the Purchasing Office at a cost of $125.00 per package.  PACKAGES WILL BE AVAILABLE FOR PURCHASE ON MAY 19, 2008. 

A  pre-bid information conference will be held on May 27, 2008 at 1:30 PM in the Perryville Room, County Administrative Building, 200 Chesapeake Blvd., Elkton, MD 21921.  Bids will not be accepted from any contractors that did not attend a mandatory pre-bid information conference.

The Board of County Commissioners of Cecil County reserves the right to reject any or all bids and to waive technicalities.  All bids are based upon budgetary constraints.

All questions or discussions concerning this bid, bid documents, specifications, etc., shall only be coordinated through the Purchasing Office.  The County shall not be responsible for information obtained outside the County Purchasing Office, concerning this or any other County bid, RFP, solicitation or quote. 

Electronically submitted bid proposals will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information prior to specific proposal award. 

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
