Sealed bid proposals for "The I&I Study And Remediation - Charlestown Sanitary Sewer Cleaning, CCTV Inspection, Testing And Sealing Project" as described in the proposal package, for the Cecil County Government, Department of Public Works will be received from qualified bidders until 10:30 a.m. on May 7, 2008 at the Purchasing Department, 200 Chesapeake Blvd, Suite 1400, Elkton, MD 21921.
Based on recommendations from the complete Sanitary Sewer Evaluation Survey (SSES) dated December 2007, the purpose for this work is to reduce I&I. This project includes mobilization, traffic control, sewage bypass pumping, light and heavy sewer line cleaning, pressure testing of pipe joints, packer injection chemical grouting of pipe joints and lateral connections, closed circuit television (CCTV) inspection, grouting of manhole joints and pipe penetrations, site restoration and warranty testing and inspection. There are contingent items for additional manhole rehabilitation and grouting, cured in place pipe (CIPP) lining and removal of protruding service connections. The work shall include all necessary appurtenances to provide a complete operational facility.

A MANDATORY pre-bid information conference will be held on April 22, 2008 at 11:00 a.m. at the Cecil County Wastewater Treatment Plant Seneca Point Office, 123 Carpenters Point Road, Perryville, MD 21903. A site visit will follow the pre-bid information conference. Bids will not be accepted from any Contractors that did not attend a mandatory pre-bid information conference.
The Board of County Commissioners of Cecil County reserves the right to reject any or all bids and to waive technicalities. All bids are based upon budgetary constraints.
All questions or discussions concerning this bid, bid documents, specifications, etc., shall only be coordinated through the Purchasing Office. The County shall not be responsible for information obtained outside the County Purchasing Office, concerning this or any other County bid, RFP, solicitation or quote.
Electronically submitted bid proposals will not be accepted. Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.
Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information prior to specific proposal award.
LOCAL CONTRACTORS PREFERENCE: Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
