Sealed bid proposals for "County Grass Mowing" as described in the proposal package, for the Cecil County Government, Department of Public Works, Water Wastewater Division, Roads Division, Parks and Recreation Department and Facilities Maintenance will be received from qualified bidders until April 9, 2008 at 1:30 PM, in the Purchasing Office, 200 Chesapeake Blvd, Suite 1400, Elkton, MD 21921. The project will include seasonal grass cutting and maintenance of identified areas within the WWTP Sites and identified County Properties. Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396 or e-mail DPYLE@CCGOV.ORG. Bid packages may be picked up at the Purchasing Office.
A "Mandatory Prebid Conference" will be held prior to the bid opening at the Cecil County Administrative Building, 200 Chesapeake Blvd, Elkton, MD 21921 in the Perryville Room at 8:30 AM on March 24, 2007. Immediately after the conference all contractors will be given a tour of all the WWTP sites and at 8 a.m. on March 25, 2008 a follow-on tour will be given to identify the remaining areas. Contractors shall provide their own transportation and allow several hours for each tour.
Electronically submitted bid proposals will not be accepted. Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.
All questions or discussions concerning this bid, bid documents, specifications, etc., shall only be coordinated through the Purchasing Office. The County shall not be responsible for information obtained outside the County Purchasing Office, concerning this or any other County bid, RFP, solicitation or quote.
The Board of County Commissioners of Cecil County reserves the right to reject any or all bids and to waive technicalities.
Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award.
LOCAL CONTRACTORS PREFERENCE: Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
