Invitation for Bid #08-28: Boat Pamp and Shoreline Improvements at Elk River Park  -- CLOSED

Sealed proposals for Boat Ramp and Shoreline Improvements at Elk River Park as described in the respective proposal package for the Cecil County Government, Department of Parks and Recreation will be received from qualified bidders until June 3, 2008 at 1:30 P.M.in the Purchasing Office, 200 Chesapeake Blvd, Suite 1400, Elkton, MD 21921.  Proposals will not be accepted after this time. 

All interested vendors shall attend a Mandatory Pre-Bid Information Conference to be held at 10:00 A.M. in the Cecil County Administrative Building, 200 Chesapeake Blvd., Elkton, MD 21921 in the Perryville Room on May 14, 2008.  The Contract will consist of construction of a boat ramp facility with associated parking lots, shoreline improvements and other required work according to referenced specifications and procedures.  Additional specifications and/or instructions may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396 (or dpyle@ccgov.org) or Department of Parks and Recreation, (Edward Slicer) at 410-996-8104. Proposal packages may be picked up at the Purchasing Department, 200 Chesapeake Blvd, Suite 1400, Elkton, MD  21921.   Copies of these documents may be obtained upon payment of $160.00 payable to Cecil County, and is non-refundable.

Electronically submitted proposals will not be accepted.  Proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.  All questions or discussions concerning this bid, bid documents, specifications, etc., shall only be coordinated through the Purchasing Office.  The County shall not be responsible for information obtained outside the County Purchasing Office, concerning this or any other County bid, RFP, solicitation or quote. 

The Board of County Commissioners of Cecil County reserves the right to reject any or all proposals and to waive technicalities.  The award of the Contract is subject to the availability of State and Federal funding.   The State of Maryland "Prevailing Wage Rate" applies if the bid is $500,000 or more.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award. 

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.

Before submitting proposals, bidder should acquaint themselves with all the governing laws, ordinances, etc., and otherwise familiarize themselves with all matters, which may affect the bid.  The act of submitting a proposal shall be considered as meaning that the bidder has so familiarized themselves; therefore, no misunderstanding or lack of information.
