INVITATION FOR BID

Sealed bid proposals for "Woodlawn Transfer Station Upgrade" as described in their respective proposal packages, for the Cecil County Government, Department of Public Works, Solid Waste Division will be received from qualified bidders until November 7, 2007, at 2:00 P.M. in the Purchasing Office, 218 North Street, Elkton, MD 21921.  No bid proposal will be accepted after the scheduled bid opening. 

The Contract will consist of multiple upgrades minimally consisting of replacement of roof, siding, gutters and down spouts, steel doors and windows, over head door, chain link fencing, storage shed, exhaust fan and gates in the main disposal area.  The work will also include exterior and interior painting, interior building renovations, lighting enhancements, concrete repair, electrical upgrades, security system installation and other required work as specified in the following sections.  The work will include obtaining all necessary permits required to perform the specified work.  The contractor will be responsible for the preparation and submittal of all permit applications and associated permit fees.

Copies of the Bid Documents may be obtained by calling the David Pyle, Purchasing Agent, at 410-996-5395/5396 or may be picked up at the Purchasing Department, 218 North Street, Elkton, MD  21921.  Questions regarding the bid documents should also be addressed to David Pyle.

A mandatory pre-bid meeting will be held on October 22, 2007 at 10:00 AM at the Commissioner's Board Room, 107 North Street, Elkton, MD 21921, followed by a mandatory site tour at 565 Waibel Road, Port Deposit, MD 21904.  Bids will not be accepted from any contractors not attending the meeting and tour.

Electronically submitted bid proposals will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

Upon request, the Purchasing Office will provide vendor/contractor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award. 

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
