Sealed proposals for purchase and delivery of Road Salt for snow and ice control by the Cecil County Roads Department, as described in the conditions and specifications, for Cecil County Government, Public Works Department, Roads Division will be received from qualified bidders until 2:00 P.M., on October 2, 2007, in the Purchasing Department, 218 North Street, Elkton,  MD  21921.  Additional specifications and/or instructions to bidders may be obtained at the same location or by calling the Purchasing Department, (David Pyle, Purchasing Agent), at the 410-996-5395/5396 or Dan Webber, Chief Roads Division at 410-996-6270.

Electronically submitted bids will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department. 

All questions or discussions concerning this bid, bid documents, specifications, etc., shall only be coordinated through the Purchasing Office.  The County shall not be responsible for information obtained outside the County Purchasing Office, concerning this or any other County bid, RFP, solicitation or quote. 

The Board of County Commissioners of Cecil County reserves the right to reject any or all bids and to waive technicalities.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award. 

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
