Invitation to Bid


Sealed bid proposals for "Grass Cutting, WWTP Sites" as described in the proposal package, for the Cecil County Government, Department of Public Works, Water Wastewater Treatment Plant will be received from qualified bidders until March 27, 2007 at 1:30 PM, in the Purchasing Office, 218 North Street, Elkton, MD 21921.  The project will include seasonal grass cutting and maintenance of identified areas within the WWTP Sites.  Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396.  Bid packages may be picked up at the Purchasing Office.

A "Prebid Conference" will be held prior to the bid opening at the Cecil County WWTP Seneca Point Office, 123 Carpenters Point Road, Perryville, MD 21903 at 1:00 PM on March 5, 2007.  It is highly recommended that all contractors submitting a proposal attend this conference to become familiar with all sites.  Immediately after the conference all contractors will be given a tour of all sites.  Contractors shall provide their own transportation and allow several hours for the tour.  Any questions contact Jeff Coale, WWTP Supervisor, 410-996-6260.

Electronically submitted bid proposals will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

The Board of County Commissioners of Cecil County reserves the right to reject any or all bids and to waive technicalities.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award.  

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
