Invitation to Bid

Sealed bid proposals for "Replacement of Bridge No. CE-0067, Barksdale Road over West Branch Christiana River" as described in the proposal package, for the Cecil County Government, Department of Public Works, will be received from qualified bidders no later then 1:30 PM, May 1, 2007 at the Purchasing Office, 218 North Street, Elkton, MD 21921.  The project will consist of removal and disposal of the existing multi-steel I-beam bridge with a concrete deck supported by combination of stone masonry and concrete abutments.  The existing bridge will be replaced with a prefabricated Con/Span Culvert and wingwalls on cast in place footings.  The project also included associated approach roadway work to provide a smooth transition to the new bridge, and associated Sediment and Erosion Control, Maintenance of Stream Flow, and related work.  Construction of the replacement bridge and roadway will be completed while Barksdale Road is closed to traffic.  Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396/DPYLE@CCGOV.ORG. Bid packages may be purchased from the Purchasing Office at a cost of $125.00 per package.

A Mandatory Pre-Bid information conference will be held on April 10, 2007 at 10:30 AM in the Commissioners' Board Room, County Administrative Building, 107 North Street, Elkton, MD 21921.  Bids will not be accepted from contractors not attending this mandatory pre-bid information conference.

Electronically submitted bid proposals will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information prior to specific proposal award. 

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
