Invitation to Bid

    Sealed bid proposals for "Communications Conduit System Design and Installation" as described in the proposal package, for the Cecil County Government Solid Waste Division will be received from qualified bidders until 2:30 PM, January 3, 2007 at the Purchasing Office, 218 North Street, Elkton, MD 21921.

    The project includes but is not limited to the contractor purchase, design and installation and furnishing all construction equipment, materials, labor and incidentals for the installation of a conduit and pullbox (handhole) system as described within the proposal specifications.  The project is located at 758 E. Old Philadelphia Road, Elkton, Maryland, 21921.  Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396. Bid packages may be picked up at the Purchasing Office.

    A mandatory Pre-bid will be held December 19, 2006 at 8 am at the Roads Division Administrative Building at the same location (758 E. Old Philadelphia Road, Elkton MD).  All proposals submitted without attending the mandatory pre-bid shall be considered non-responsive.

    Electronically submitted bid proposals will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

    Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award. 

    LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
