Invitation to Bid

Sealed bid proposals for "Septage Acceptance Station" as described in the proposal package, for the Cecil County Government, Department of Public Works, Water and Wastewater Division will be received from qualified bidders until 1:30 PM, January 3, 2007 at the Purchasing Office, 218 North Street, Elkton, MD 21921.

The project consists of, but not limited to the following:
1. Clearing and Grubbing;
2. Demolition of Existing Pavement;
3. Construction of Control Building;
4. Construction of New Pavement;
5. Construction of New Sanitary Sewer and Stormwater;
6. Construction of New Water Supply Extension;
7. Construction of New Septage Holding Tank and Vent Filter Bed;
8. Installation of Required Electrical Modifications and Improvements;
9. Construction of Associated Stormwater Management Control Facilities;
10. Miscellaneous Site Improvements to Facilitate the Construction of the New Septage Acceptance Station and Appurtenances;
11. The Contractor shall provide all labor, equipment, tools, appliances, material, and incidentals, and shall perform all operations required to completely finish all of the work in these Contract Documents in a manner approved by the County and the Engineer.

Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396. Bid packages may be picked up at the Purchasing Office at a cost of $100.00 per package.

A Mandatory pre-bid information conference will be held on December 15, 2006 at 9:00 AM in the Cecil County Roads Division Office, 758 East Old Philadelphia Road, Elkton, MD 21921.  A site visit will immediately follow the pre-bid meeting. Bids will not be accepted from any contractors not attending this meeting.

Electronically submitted bid proposals will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award.

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
