The Comprehensive Rezoning process has concluded. At their April 19, 2011 meeting, the Board of County Commissioners adopted the new Zoning Ordinance, new Subdivision Regulations, and new Zoning Maps proposed as part of the Comprehensive Rezoning process. The new documents and maps shall be effective May 1, 2011.

Comprehensive RezoningIn order to achieve the goals and objectives of the Cecil County Comprehensive Plan adopted on April 13, 2010, the Office of Planning & Zoning has initiated a comprehensive rezoning of all properties located in the unincorporated areas of Cecil County. As part of the Comprehensive Rezoning process, new zoning maps, a new Zoning Ordinance, and new Subdivision Regulations will ultimately be adopted by the Board of County Commissioners.
As part of the public review and public hearing process involved in the Comprehensive Rezoning process, the following proposed documents and maps are being made available via the County website. Hard copies of these documents and maps are also available for perusal at the Office of Planning & Zoning and at all branches of the Cecil County Public Library. Individuals interested in purchasing hard copies of the documents and maps are advised to contact the Office of Planning & Zoning at 410-996-5220 to ascertain the replication and production cost of these sizeable documents.

Proposed Zoning MapsUnderstanding that many individuals may only want to view one or two of the proposed zoning maps, the table below will enable download or viewing of individual proposed zoning maps. To download an individual zoning map, please click on its name in the table below. Unfortunately, due to file size constraints, an atlas of all 105 maps is unavailable via the County website. If interested in obtaining a digital copy of all 105 maps, please contact the Office of Planning & Zoning at 410-996-5220.
If you are interested in viewing the proposed zoning of your property (or another property) but do not know the tax map on which the property is located, please input your address into the Department of Assessment and Taxation's 'Real Property Search' website . Following input of the address, the resulting page will contain the property's map and parcel number. A property tax bill is another source for determining a property's map and parcel number.

Please note that Map 27 and Map 33 do not exist, as they were retired by the Maryland Department of Planning in 2005.

What if I do not agree with the proposed zoning of my property?
If you do not agree with the proposed zoning of your property, please use the 2010 Comprehensive Rezoning Request Form that can be downloaded here.
Completed forms must be returned to the Office of Planning & Zoning by no later than 4:30 PM on February 15, 2011. (The deadline date was originally January 31, 2011, but the deadline has been extended by the Board of County Commissioners). Forms can be hand delivered, e-mailed to Director Eric Sennstrom, faxed to 410-996-5305, or mailed to 200 Chesapeake Blvd, Room 2300, Elkton, MD 21921.

Planning Commission Meetings and Public HearingsThe Planning Commission will hold public hearings regarding the proposed zoning maps, Zoning Ordinance, and Subdivision Regulations on February 2, 2011; February 9, 2011; and February 16, 2011. The Planning Commission will review all proposed documents and maps and forward recommendations to the Board of County Commissioners.
Residents of Election Districts 1, 2, and 3 (Cecilton, Earleville, Warwick, Chesapeake City and Elkton) should attend the February 2, 2011 meeting held at 7 PM in the Elk Room of the County Administration Building (200 Chesapeake Blvd, Elkton, MD 21921).
Residents of Election Districts 4, 5, and 9 (Elkton, Fair Hill, North East, Charlestown, and Calvert) should attend the February 9, 2011 meeting held at 7 PM in the Elk Room of the County Administration Building (200 Chesapeake Blvd, Elkton, MD 21921).
Residents of Election Districts 6, 7, and 8 (Perryville, Port Deposit, Rising Sun, and Conowingo) should attend the February 16, 2011 meeting held at 7 PM in the Elk Room of the County Administration Building (200 Chesapeake Blvd, Elkton, MD 21921). The Board of County Commissioners will hold additional public meetings on Wednesday, March 23, 2011 and Tuesday, March 29, 2011 at 7:00 p.m. in the Elk Room, County Administration Building, 200 Chesapeake Boulevard, Elkton, MD to deliberate on the change requests received relative to the draft zoning maps, draft zoning ordinance, and draft subdivision regulations.
The proposed maps and documents will be introduced for final adoption at the April 5, 2011 meeting of the Board of County Commissioners and voted on at the April 19, 2011 meeting of the Board of County Commissioners.
