Occupancy Permits

The Dept. of Public Works will approve an occupancy permit after the following conditions are met:

  1. Upon approval of a final lot grading as-built certification for individual residential lot construction(s). Generally applicable to non-exempt residential lots created after July 31, 2001 and all residential lot construction for which a lot specific grading plan and as-built is required.   2. Upon approval that the property has been properly stabilized (e.g. seed and mulch and other stabilization controls where required).
  3. Upon approval of the storm water management control installation where applicable (e.g. dry-wells, ponds, trenches, etc...)
  4. Upon compliance with any attached special grading requirements.
  5. Upon payment of any outstanding payments pertaining to the permit/review.
  6. Upon acceptance of driveway pipe installed by applicant/ owner to county specifications. New driveways must be paved to the right-of-way line and any driveways sloped toward a County-maintained roadway that exceed 5% slope must be paved to the crest.
  7. Upon acceptance of public water valve and meter installations (must be located outside of paved areas) where applicable.
  8. Upon submission of lot grading as-builts, allow at least three (3) business days from the time the submittal is logged by the Department of Public Works for review. No temporary occupancy permits can be issued before or during the review process.
  9. Upon acceptance of public sanitary sewer clean-out installations (must be located outside of paved areas) where applicable.
  10. Upon satisfactory compliance with any specific record plat or permit conditions required or enforced by the Department of Public Works.
  11. Upon payment of re-inspection fees.

An occupancy permit will be issued after final approvals have been signed off by the following:

  • Final Building
  • Final Plumbing
  • Final HVAC
  • Final Electric
  • Zoning
  • Health Department
  • Department of Public Works
  • Fire Marshall (if necessary)

Once a final inspection has been completed the Department of Permits & Inspections will circulate the occupancy permit to the Department of Planning & Zoning, the Health Department, and the Department of Public Works for approval. It is the owner/applicant's responsibility to make sure that the contractors and subcontractors arrange the final building, plumbing, HVAC, and electrical inspections and the lot stabilization, final lot grading and final lot grading as-built surveys (where required).

Any outstanding fees will be collected prior to issuance of the occupancy permit.

In the case where the property is within an incorporated municipality, the responsible party (owner, applicant, contractor, etc.) is required to acquire zoning approval prior to the issuance of the Occupancy Certificate.
