The Department of Permits and Inspections was created in 1986. The mission of the department is to administer and enforce the specific adopted construction related codes. These codes include regulations pertaining to building, plumbing, and mechanical installations and are established to ensure that minimum standards are achieved in all construction activities within the County. The department is also responsible for enforcement of the codes within the incorporated Towns except for Elkton and Rising Sun.

The Department is also responsible for the review of all construction plans; condemnation and posting of unsafe structures; enforcement of the Cecil County Rental Housing/Livability Code; inspection and licensing of certain coin operated machines; inspection and licensing of manufactured home parks; enforcement and issuance of Hawkers and Peddlers licenses.

Per Section 105 of the International Building Code and R105 of the International Residential Code: Only the owner or authorized agent of the owner may apply for a permit. The Department of Permits and Inspections for Cecil County will not issue any permits to anyone other than the present owner of the property without written authorization from the owner. The authorization document will be placed on file in the department.
 

  Proposed Ordinance to the Cecil Code - Chapter 200 Building Construction to replace the 2003 International Building Code and the 2003 Residential Code with the 2006 International Building and 2006 International Residential Codes, as adopted by the International Code Council and the State of Maryland as the applicable building codes to be applied to building construction in Cecil County, Maryland.  A copy of the complete Ordinance may be obtained at the County Administrative Building, 200 Chesapeake Blvd, Elkton, MD or click here.
