Jim Mullin began serving his first term as Commissioner of the First District on December 8, 2008, and he was elected to serve as President of the Board on December 14, 2010.. He holds a professional SRA designation through the Appraisal Institute as a certified residential real property appraiser in the State of Maryland, Delaware and Pennsylvania. He owns and operates his own real estate appraisal firm.

Commissioner Mullin will represent the Board of Commissioners as a member of the following organizations:
- Bainbridge Development Corporation Board
- Economic Alliance of Greater Baltimore
- Maryland Rural Development Corporation
- Parks and Recreation Board (alternate)
- Resource Conservation and Development Council (RC&D)
- Wilmington Area Planning Council (WILMAPCO)
- Upper Shore Regional Council, Chair
