Board of County Commissioners PRESENT: Commissioners Lockhart, Demmler, Mullin, and Hodge; County Administrator Al Wein, Public Works Director Scott Flanigan and staff; Human Resources Director Donna Nichols and staff; Permits and Inspections Director Pat Conway; Emergency Services Director Richard Brooks and Staff; Budget Manager Craig Whiteford; Treasurer Pamela Howard; Council Norman Wilson; Administrative Assistant Mylia Dixon; members of the press, and members of the public. ABSENT: Commissioner Tome. OPEN SESSION – 9:00 a.m. International Building Code –Emergency Services Director Richard Brooks discussed the 2009 International Building Code. Mayor Joe Fisona read a resolution on behalf of the Cecil County Fireman's Association in support of residential sprinkler systems. First Annual Wade-in - Public Works employees Van Funk and Sean McCandless provided the Board information on the First Annual Wade-in, scheduled for Saturday, July 10 from 2:00 – 5:00 p.m. at North Bay, 11 Horseshoe Point Lane North East. Department of Public Works Roads Division FY11 Surface Treatment Plan-Director Scott Flanigan and Roads Chief Dan Webber presented the Commissioners with a list of roads in need of surface treatment. Discussion ensued and the Board concurred to proceed with the list as presented. Commissioner Hodge commented that more work needs to be done in the Lakeside Community such as patchwork on the roads and street sweeping. Roads Chief Dan Webber stated that once the FY11 budget goes into effect more work is slated to be completed in Lakeside. Department of Emergency Services Proposal to Conduct Fire Inspections on all County Buildings – Director Brooks introduced a program to the Board that would implement fire inspections in all County buildings on a monthly basis. Inspections would be done by current DES employees, so there would not be any additional cost. The Board concurred to authorize the inspections. Proposed changes to the Personnel Policies and Procedures Manual – Director of Human Resources Donna Nichols presented the proposed changes to the Policies and Procedures Manual as recommended by the Policy and Procedures Committee. Discussion ensued and the Board concurred to approve the revised Cecil County Policies and Procedures Manual per Cecil County Code, Section A277-5. Commissioner Demmler inquired about the Indian Acres residents and if there was a plan in place to help the residents during the five year plan. County Administrator Wein advised that Housing Director Dave Mahaney would be working with the residents. The monitoring committee will continue to follow up to ensure that compliance is achieved. Frank Joyner Landfill Fees Letter – Discussion ensued regarding concerns stated in a letter from Mr. Joyner. Commissioner Hodge added Ethics Ordinance amendments and resolution of North East water service area issue to the Administrator's FY2011 goals and objectives. CLOSED SESSION 10:32 a.m. On motion by Commissioner Lockhart, second by Commissioner Demmler, the Board convened to closed session Pursuant to the Maryland Annotated Code - State Government-10-508(a) (1) personnel matters; and (7) consult with counsel to obtain legal advice.
