MINUTES OF THE BOARD OF HEALTH

November 14, 2006


    The Cecil County Board of Health met in the County Commissioner's Board Room 107 North Street, Elkton, Maryland on Tuesday, November 14, 2006.  The following members of the Board were present:

    Nelson K. Bolender, President
    Harry A. Hepbron, Vice President
    William C. Manlove, Commissioner
    Mark H. Guns, Commissioner
    Dr. Virginia Bailey

    Constituting a full Board.

    In conjunction with the Great American Smoke-Out, effective November 16, 2006, the Cecil County Health Department will become a "smoke free" campus.  Smoking will not be permitted on the grounds of the Health Department.

    The Alcohol and Drug Council was awarded a grant in the amount of $19,266 to address treatment needs identified in a strategic plan to improve substance abuse related systems in the county.

    The Maryland Children's Health Insurance Program processed 469 new applications for children; 99 new applications for pregnant women; and 512 re-determinations during this quarter.  A new Federal law requiring applicants to submit proof of identity and citizenship was implemented September 1, 2006. 

    The Office of Communicable Disease Control conducts a monthly clinic for persons with active tuberculosis.  Clients are evaluated and provided with free medication.

    The Cecil County Health Department concluded their yearly Rabies Vaccination Clinics on October 14, 2006.  A total of 613 animals were vaccinated.

    A total of 2159 school children have been provided the flu-mist thus far this season.  Dr. Bailey advised the Board that the regular flu vaccine is not abundant at this time, but they are expecting to receive an adequate supply prior to the flu season.
