MINUTES OF THE BOARD OF COUNTY COMMISSIONERS
REZONING HEARING August 26, 2008
The Board of County Commissioners of Cecil County met for the purpose of a rezoning hearing the County Administration Building, 200 Chesapeake Blvd., Elkton, MD on Tuesday, August 26, 2008. The following members of the Board were present:
William C. Manlove, President Mark H. Guns, Vice President Rebecca J. Demmler, Commissioner Brian Lockhart, Commissioner
Constituting a majority Board.
The meeting was called to order by President Manlove at 2:00 p.m. and opened with the Pledge of Allegiance.
Alfred C. Wein, Jr., County Administrator read the application and swore in all witnesses presenting testimony.
File No. 2008-01 - Applicant: Rock On, LLC, c/o Dean Geracimos. Property Location: Biggs Highway, North East, MD. Election District: 5, Tax Map: 19, Parcel 611. Presently Zoned: Business Local, (BL). Request: To rezone 1.299 acres from Business Local, (BL) to Business General (BG). Property Owner: Dean Geracimos.
Keith A. Baynes, Attorney appeared with Dean Geracimos and Brad Foxx, McCrone, in support of a request to rezone 1.299 acres located on Biggs Highway, North East, MD from Business Local (BL) to Business General (BG).
Mr. Baynes presented the map of the location of the proposed rezoning location. The map was marked as Applicant's Exhibit #1.
Mr. Baynes advised the Board that the adjoining parcel was rezoning to Business General (BG) in 2003 and that Mr. Geracimos desires to develop both parcels into a 2400 sq. ft. shopping center to support to future growth of Cecil College.
The property owner has entered into an agreement with the Town of North East for water and public sewer is available to this area.
The rezoning request is based upon substantial change in the area since the 1993 Comprehensive Rezoning.
COMMENTS SUPPORT/OPPOSITION: None.
Eric Sennstrom, Director of Planning & Zoning presented the staff finding to the Board. The Planning Staff recommended approval based upon a substantial change in the character of the neighborhood since the 1993 Comprehensive Rezoning.

Clifford Houston, Zoning Administrator read the findings of facts.
Mr. Geracimos made a brief statement to the Board describing the project.
The decision for this rezoning request will be placed on the Board of County Commissioner's agenda on September 2, 2008. > |
