MINUTES OF THE BOARD OF COUNTY

COMMISSIONERS MEETING

 

March 31, 2009

 

            The Board of County Commissioners for Cecil County met for the purpose of conducting a public hearing at the County Administrative Building, 200 Chesapeake Blvd., Elkton, Maryland on Tuesday, March 31, 2009.  The following members of the Board were present:

 

            Brian L. Lockhart, President

            Rebecca J. Demmler, Vice President

            Wayne L. Tome, Commissioner

            Robert J. Hodge, Commissioner

            James T. Mullin, Commissioner

 

Constituting a full Board.

 

            The meeting was called to order by President Lockhart at 5:00 p.m. and opened with the Pledge of Allegiance.

 

-       ADOPTION - PROPOSED CAPITAL IMPROVEMENT PROGRAM FY 2010-2014 -   

 

County Administrator Wein presented the Cecil County 2010-2014 proposed Capital Improvement Program to the Board.  A public hearing was held on Tuesday, March 24, 2009 for presentation and public comment and is scheduled today for adoption.

 

Administrator Wein advised the Board that the Cecil County Planning Commission recommended disapproval of the Capital Improvement Program at their March 16, 2009 meeting.

 

Craig Whiteford, Budget Manager briefly summarized the projects for the CIP (FY 2010), as recommended by the CIP Committee, which were presented that the March 24, 2009 public hearing. The projects will require additional request of general obligation bond authority in the amount of approximately $22,000,000.  Projects included in the Capital Improvement Program are as follows:

 

Board of Education - Continuation of the Calvert Elementary Addition/Renovation project; Elkton High School Stadium; and the Leeds Elementary Systemic project;

 

Cecil College - Continuation of the Physical Education Building and the Science Laboratory renovation;

 

Cecil County Public Library - land acquisition for the North East Library Branch;

 

Department of Emergency Services - construction of new facility on Harrisville Road in Colora and the continuation of communication enhancement initiatives to increase communication in the western portion of the county;

 

Cecil County Detention Center - renovation of the Detention Center to increase the capacity to a 328 bed facility;

 

Cecil County Roads and Bridge projects - consisting of twenty-five (25) road and bridge projects; satellite salt facility; two drainage improvement projects; four road and street projects; removal of one bridge structure with stabilization efforts; fourteen (14) bridge replacement projects; continuation of Carpenter's Point sewer project, continuation of I&I initiatives in Charlestown; upgrades to the Seneca Point Wastewater Treatment Plant and administrative facilities at that site; redevelopment of cell 4 at the Cecil County Landfill; and development of landfill gas to energy project.

 

 

Commissioner Hodge stated that he would like to recommend modifications to the proposed CIP as follows:

 

Elkton High School Stadium project reduce the amount to $500,000 to upgrade seating, code compliance and cosmetic work on the stadium;

 

Commissioner Hodge asked for the Board's opinion on modifications to the CIP.

 

President Lockhart announced that a motion would have to come to the floor to change the date of the adoption, if further vetting of the document is proposed.

 

Commissioner Mullin made a motion to postpone the adoption of the CIP until the Board of County Commissioners meeting on April 7, 2009 the motion was seconded by Commissioner Demmler and unanimously carried.

 

Commissioner Hodge recommended further modifications to the Cecil County Library to delay the project for one year and reduce amount of funding.

 

Discussion took place between the Board, Budget Manager Whiteford and Denise Davis, Director, Cecil County Public Library relating to the grant and match funding by the state relating to the project.

 

Commissioner Hodge further recommended the delay of the development of Susquehanna water source for one year. He also suggested that the Board discuss all pending water development projects.

 

He also recommended the project for the back-up power generation for the septage acceptance at the Cecil County Landfill project be delayed for one year.

 

Commissioner Hodge asked Director Flanigan for clarification of the identification and remediation of the infiltration inflow and the associated costs and suggested further discussion by the Board.

 

Director Flanigan briefed the Board on the projects associated with this program and relayed some of the history of the projects.

 

Commissioner Hodge also recommended the delay for the upgrade to the Woodlawn Transfer Station; the construction of the regional transfer station and reduce the amount; he further suggested the county seek grant funding for the landfill gas to energy process.

 

The adoption of the Capital Improvement Program will be held on April 7, 2009 meeting.

 

-       WASTEWATER OPERATIONS AGREEMENT BETWEEN THE BOARD OF COUNTY -

 

Director Scott Flanigan presented the proposed Wastewater Operations Agreement between the Board of County Commissioners and the Town of Port Deposit for the operation of their wastewater treatment plant as specified in the written agreement, which up approval will become effective on April 1, 2009.

Commissioner Tome made a motion to approve the contract and ratify the contract at the April 7, 2009 Board of County Commissioners meeting.  The motion was seconded by Commissioner Demmler and carried by a majority vote.  Commissioner Hodge did not cast a vote.
