COMMISSIONERS MEETING
February 2, 2010
The Board of County Commissioners for Cecil County met in regular session at the County Administrative Building, 200 Chesapeake Blvd., Elkton, MD. The following members of the Board were present:
Brian L. Lockhart, President Rebecca J. Demmler, Vice President Wayne L. Tome, Commissioner Robert J. Hodge, Commissioner James T. Mullin, Commissioner
Constituting a full Board.
The Board adjourned into a Closed Session at its work session on January 26, 2010 at 10:45 A.M., motion was made by Commissioner Mullin, seconded by Commissioner Tome and unanimously carried pursuant to MD Annotated Code – State Government 10-508 (a) (1) Personnel matters; (7) Consult with counsel to obtain legal advice. Present: Commissioners Lockhart, Demmler, Tome, Hodge and Mullin; H. Norman Wilson, Counsel; Administrator Wein; Director Thompson; Director Eric Sennstrom, Budget Manager Craig Whiteford. Topics of Discussion: Personnel Matters; legal matters – legislative. Meeting adjourned at 11:30 A.M.

The meeting of the Board of County Commissioners for Cecil County, February 2, 2010 was called to order by Commissioner Lockhart at 7:00 p.m. and opened with the Pledge of Allegiance led by Rayleigh Johnson.

- CERTIFICATE OF RECOGNITION – CECIL'S MOST BEAUTIFUL VOLUNTEER –
The Board presented a Certificate of Recognition to Janet Yuninger for her nomination in the Cecil's Most Beautiful Volunteer Event.

- PUBLIC HEARING –
- ZONING ORDINANCE, TEXT AMENDMENT, ARTICLE V, PART II, SECTION 67; AMEND ARTICLE V, PART XII, SECTION 153; AMEND ARTICLE V, PART XII, SECTION 154; AND ARTICLE XI, SECTION 197.7 TO DELETE LANGUAGE RELATIVE TO THE PLACEMENT OF COAL COMBUSTION BYPRODUCTS –
Director Eric Sennstrom, Director, Office of Planning & Zoning conducted a public hearing relating to a text amendment to the Cecil County Zoning Ordinance amending Article V, Sections 67; Sections 67; 153; 154; and Article XI, Section 197 regarding the placement of coal combustion byproducts in rubble landfills, sanitary landfills and general regulations for the development and land use with critical area districts within the county, reversing the previous text amendment approved by the Board of County Commissioners in July, 2008, as ordered by the Circuit Court for Cecil County.
The text amendment will present the text amendment for consideration at the Board of County Commissioners meeting on February 16, 2010.
- ACTION ITEMS -
- RESOLUTION – 2010 GENERAL OBLIGATION BOND ISSUE –
County Administrator Wein presented the resolution introduced at the Board of County Commissioners meeting on February 2, 2010 relating to the Cecil County Consolidated Public Improvement and Refunding Bonds of 2010. The issue will be in the amount of $41.2 Million of refunding and general obligations bonds for various school and capital improvement projects as well as taxable Build America Bonds. The annual bond sale will take place on February 16, 2010.
Motion to approve the resolution was made by Commissioner Tome, seconded by Commissioner Hodge and unanimously carried. A copy of this resolution is attached hereto and incorporated into these minutes.
- APPOINTMENTS -
Motion was made by Commissioner Demmler, seconded by Commissioner Mullin and unanimously carried to appoint three members to the Commission on Aging for a two-year term to expire on October 1, 2011. The members are as follows: Michael Ayers; Agnes Hopewood; and Daniel Wilshire.
-BUDGET AMENDMENTS NOS. – 79 -81 -
Motion was made by Commissioner Demmler, seconded by Commissioner Tome and unanimously carried to approve Budget Amendment Nos. 79-81. A copy of these budget amendments are attached hereto and made part of these minutes.
The next regular meeting of the Board of County Commissioners will be on February 16, 2010 at 7:00 p.m. at the Cecilton Town Hall, Cecilton, MD.
There being no further business of the County Commissioners, the meeting was adjourned.

The Cecil County Board of Health met at the County Administrative Building, 200 Chesapeake Blvd., Elkton, Maryland on Tuesday, February 2, 2010. The following members of the Board were present:

Constituting a full Board.
Health Officer Garrity presented the Cecil County Health Department, Quarterly Report for the second quarter of FY 2010. As part of her report, Ms. Garrity highlighted the Primary Adult Care Program (PAC). This program is a component of the Maryland Medical Assistance Program and provides primary health care coverage for low-income individuals. PAC coverage includes free outpatient visits to a counselor or psychiatrist for substance abuse and/or mental health services. Those who may qualify for health care services from PAC are Maryland residents between 19 and 64 years old who are also U.S. citizens, and not on Medicare. The household income for applicants must be below 116% of the Federal Poverty Level (about $12,563 for one person or $16,901 for two people). Five hundred twenty Cecil County adults are currently enrolled in PAC.
The Cecil County Health Department is currently seeking nominees for the 2010 Outstanding Community Service Awards in Public Health, and the awards will be presented during the first week of April.
