Many of the calls received by the Commissioner's Office are referred to the Offices, Departments, or other agencies that oversee specific issues. Some of the common inquiries include:

  1. Inquiries relating to animal control.
    The Cecil County Commissioners have a contract with the SPCA to administer the county animal control ordinance.  You may contact the SPCA at 410.398.9555.

  2. Inquiries relating to Cable companies.
    Cecil County Commissioners have franchise agreements with the various cable companies that operate within Cecil County.  The County Administrator may be able to assist in a conflict resolution between customers and the cable franchise.

    Inquiries relating to the regulation of a cable company should be forwarded to the Public Service Commission at 410.767.8000.

  3. Inquires relating to Court Commissioners and the Courts.
    Contact the District Court Commissioner 410.996.2700.

  4. Who do I contact relative to a Department of Public Works Plans Review issue.
    Contact: John Curtis, Department of Public Works at 410.996.5265.

  5. Inquiries relating to filing or recording a deed.
    Contact the Clerk of the Circuit Court at 410.996.5375.

  6. Inquiries relating to obtaining marriage license information.
    Contact the Clerk of the Circuit Court 410.996.5379.

  7. Inquiries relating to property tax assessments.
    Contact the Office of Assessment and Taxation at 410.996.2760.

  8. Inquiries relating to road condition problems (such as pot holes) and stormwater management problems.
    Complaints relating to road management problems should first be reported to the Department of Public Works: Road Division at 410.996.6270.

    Complaints relating to stormwater management issues should first be reported to the Department of Public Works: Sediment & Stormwater Management Branch at 410.996.5267.

  9. Inquiries relating to the Town of Elkton or other County Municipalities.
    Contact the Town of Elkton Administration Office 410.398.0970.

  10. Inquiries relating to water bills. 
    You may contact the Cecil County Treasurer at 410.996.5386. If you live in a municipality within Cecil County, you must contact that municipality.

  11. How do I know who my Commissioner is?
    Depending upon what section of Cecil County you reside, the county is divided into five districts. For more information on County districts and associated Commissioners, click on the Commissioners link on the left.

  12. What do my county taxes pay for?
    Your county taxes pay for funding public safety, the maintenance of highways, streets and bridges, health and welfare, parks and recreation, education, public libraries, economic development, agricultural services and the operation of county government.
