Cecil Employee Spotlight: Economic Development Coordinator Richard Starr

Customer Service is important to us at Cecil County Government! Cecil Spotlight recognizes the County's behind-the-scenes employees for the amazing jobs they do and for their impeccable customer service.

 

Richard Starr is Cecil County's Economic Development Coordinator working out of the Office of Economic Development. Richard assists businesses of all sizes find funding sources, real estate for development and expansion, employee and work force programs and many other business services. Richard is ultra-resourceful and can easily explain the answers to your business-related questions, or even simply point you in the right direction. He is also the kindest, most jovial guy you'll ever meet!

What is your favorite part about your job?
Getting to know the business owners in the County, their successes and challenges. Cecil County has a reputation for having a lot of warehouses, and we do, but we also have a lot of manufacturers who do some really unique stuff -- many of them are multi-generation, family businesses.
  
What is one thing you would like the public to know about your job?
The Office of Economic Development is here to help businesses large and small, please use us as a resource! We help current and prospective businesses find land and buildings, meet financiers or find sources of funding, assist with recruiting new workers, introduce partner organizations and their services (Cecil County Public Library, Cecil County Public Schools, Cecil County School of Technology, Susquehanna Workforce Network, etc.) and so on. We also help business owners take advantage of Department of Commerce incentives. If businesses need help with planning & zoning or permits, we’ll do what we can to help with that, too -- even if it’s just making introductions. We also do what we can to help entrepreneurs find the products and services they need to start up. We can even connect prospective new business entrepreneurs with existing business owners, who can help guide and mentor them. Our office also assists companies to find and fund training for their employees, which helps a lot with employee retention. Cecil County’s economy is hot, and there are a lot of exciting things happening!
What is the most rewarding experience you have had in your career?   
Honestly, the best part of my job is that all of us really work together as a team. It has been especially rewarding to help businesses recruit new employees, take advantage of state tax incentives they didn’t know about, and make plans to expand.
