Notice of Enactment

On Tuesday, April 2, 2019 Legislative Session Day 2019-07 the County Council of Cecil County      

                                                                                                                                                                                                                                                                          Enacted:

Bill No. 2019-03 Budget Appropriation – Capital Projects – Board of Education – Cherry Hill Middle School. A Bill to amend the Annual Budget and Appropriation Ordinance for Cecil County, Maryland, for the fiscal year ending June 30, 2019 to add bond appropriation authority within the Board of Education Capital Projects Budget in the amount of $290,000 for the Cherry Hill Window and Doors Replacement Project.  Effective Date 6/3/19

 

Resolution No. 12-2019 Approval - Master Water and Sewer Plan 2018. A Resolution to repeal the Master Water and Sewer Plan 2015 in its entirety and reenact the Master Water and Sewer Plan 2018.

 

Resolution No. 20-2019 Appointment - Board of Library Trustees – Steven Pearson. A Resolution to confirm the reappointment of Steven Pearson to the Cecil County Board of Library Trustees, to a five year term to expire February 28, 2024.

 

Resolution No. 21-2019 Appointment - Board of Library Trustees – Tanya Area. A Resolution to confirm the appointment of Tanya Area to the Cecil County Board of Library Trustees, filling the vacancy of Tiffany Geyer-Lydon, which will expire on December 30, 2021.

 

Resolution No. 22-2019 Appointment—Human Services Agency – John Ness. A Resolution to confirm the appointment of John Ness, to the Human Services Agency to a four-year term, to expire on April 2, 2023.

 

Resolution No 23-2019 Approval- Maryland Economic Development Assistance and Authority Fund – Loan for Northrop Grumman Innovation Systems, Inc. A Resolution endorsing a Maryland Economic Development Assistance and Authority Fund Loan pursuant to which the State will contribute $800,000 and the County will contribute $80,000 both in the form of conditional loans, and the Borrower will retain existing operations and expand its manufacturing capabilities at 55 Thiokol Road, Elkton, Maryland, including expenditure of approximately $15 million dollars for construction costs, furniture, fixtures and equipment at the project site, and the hiring of an additional 175 full-time employees by December 31, 2023 for a total employment of 575 permanent full-time employees at the project site.

 

Resolution No. 24-2019 Approval – Tasers with Accessories – Multiple Year Contract. A Resolution to approve a five (5) year agreement between the County on behalf of the Cecil County Sheriff’s Office and Axon Enterprise, Inc. for the acquisition of Eighty-One (81) X2 Basic Tasers with tactical battery pack, pinky extender, right-hand holster, 25-foot smart cartridge, and kit, dataport download and USB, together with two spare tasers. 

 

Resolution No. 25-2019 Approval – Gasoline and Diesel Fuel – Multiple Year Contract. A Resolution to approve a three (3) year agreement with three (3) one-year renewals for gasoline and diesel fuel with PAPCO, Inc., with the contract being a “piggy-back” on a cooperative purchase Request For Proposal and award made by Baltimore County Government, Baltimore County Public Schools, Baltimore County Volunteer Fire Departments, Baltimore County Revenue Authority, Harford County Government, and Harford County Public Schools.
