Administration Introduces Revised Strategic Plan for 2020

ELKTON, MD. – With the close of the initial five year Strategic Plan approaching in May, Director of Administration Al Wein will present the proposed updated plan to the Cecil County Council at the work session on Tuesday, March 5th.
“The five Strategic Goals and objectives remain valid and relevant today, therefore, we are not proposing to alter them,” explained Wein. “Through our monthly department head and leadership meetings, we have conducted a thorough review and have made edits, updated statistics and data within the plan along with a message from the County Executive.”
The Strategic Plan is the principal planning document of the County will serve as a guide for all other documents, including the Budget and Comprehensive Plan. The implementation team is proposing that the Strategic Plan be officially reviewed every ten years instead of five to be consistent with the timeline for review of the Comprehensive Plan.
The County Executive and his staff will continue to utilize the Strategic Plan as the principal planning tool for the development of the annual operating and capital budgets. The "Budget in Brief" will specifically cite the degree of progress associated with the strategic goals and objectives when describing and supporting the subsequent fiscal year proposed budgets.
In addition, the annual “State of the County” address and county presentations throughout the year will reflect upon the implementation efforts and measurable progress in addressing the five key strategic priorities: economic development, fiscal stability, education, infrastructure, and safe, healthy and active communities.
